<br />City Council Minutes <br />December 2, 1991 <br /> <br />Page 5 <br /> <br />. <br /> <br />the City Council to have the water tower location moved from the <br />southeast corner of the City Hall site to the west side of Gary Street <br />in the park land purchased recently by the City from E & 0 Tool. <br /> <br />The proposed realignment of Main Street and 183rd Avenue was reviewed <br />by the City Engineer. It was noted the construction will take place in <br />phases in order to keep the area open for traffic as much as possible <br />for the residents and emergency vehicles. The intersection of Main <br />Street and County Road 30 will hopefully be realigned into a safer <br />configuration. <br /> <br />Future right-of-way needs for the extension of 183rd were reviewed. It <br />was noted that additional right-of-way for the project is needed for <br />Phase II, but that the City should pursue the necessary right-of-way <br />within the near future. The proposed connection of Fresno to 183rd was <br />discussed. It was stated that this connection is planned as part of <br />the Phase II improvements. A Council decision on whether or not Fresno <br />is connected to 183rd can wait until Phase II takes place. <br /> <br />The City Engineer reviewed the three different types of street <br />construction within the entire western area project. The City Council <br />endorsed the parkway concept for the area around City Hall and <br />continuing westward to Waco Street. <br /> <br />. <br /> <br />The City Engineer reviewed the storm sewer plan for the Phase I <br />improvements. Discussion took place regarding the need for ponding <br />before the storm water flows into Lake Orono. The feasibility study <br />calls for the utilization of an existing pond, but it was noted that <br />this is not a requirement and that this part of the improvement can be <br />refined as discussion on the project continues at future meetings. <br /> <br />A summary of the total project costs were presented by the City <br />Engineer. A handout was distributed showing typical property <br />assessments as outlined in the assessment manual and based on the <br />estimated project costs. Concern was express regarding the vacant land <br />in the area being able to absorb a $3,800 per acre trunk sewer and <br />water assessment. Concern was express over the level of assessment for <br />the City Hall site and other public property in the area. It was the <br />general consensus of the Ci ty Council to continue to work on the cost <br />estimates and to provide additional financial information to the City <br />Council at a future meeting. The concept of the public improvements <br />were acceptable to the Ci ty Council but additional work and refinement <br />of the plan is necessary before the project can move forward or <br />presented to the public. <br /> <br />COUNCILMEMBER KROPUENSKE MOVED TO ADOPT RESOLUTION 91-73, A RESOLUTION <br />ORDERING THE PREPARATION OF PLANS AND SPECIFICATIONS IN THE MATTER OF <br />THE WESTERN AREA PHASE I IMPROVEMENTS OF 1991. COUNCILMEMBER HOLMGREN <br />SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />. <br /> <br />It was noted that the approval of this resolution does not create any <br />pending assessments in the area. <br />
