Mr. Hickman suggested splitting the costs for the <br />project equally among all the benefited property owners. <br /> <br />Rickie Buttweiler expressed her concerns over the fact that assessments <br />are pending at this time when the project sti 11 is in doubt. It was <br />indicated that pending assessments severely restrict being able to sell <br />vacant parcels in the area. <br /> <br />Butch Melton expressed his concern that information from the 11/26/91 <br />meeting on Westwood wi th the property owners be passed on to the Ci ty <br />Council and that the City follow-up on some of the suggestions offered <br />at that meeting. <br /> <br />Mayor Tra11e acknowledged the concerns of the citizens and indicated <br />that the Council would do the best it can in making the project <br />financially reasonable for the affected property owners. <br /> <br />5.1. Tescom IRB Resolution <br /> <br />The City Administrator noted three changes in the resolution. The <br />first change is on Page 4, whereby the date is October 21, 1991; the <br />second change is on Page 5, whereby the date in IE is June 30, 1993; <br />and the third change is changing the reference to the City Clerk to the <br />City Administrator in Sections 5 and 6 on Pages 7 and 8. <br /> <br />. <br /> <br />COUNCILMEMBER KROPUENSKE MOVED TO ADOPT RESOLUTION 91-71, A RESOLUTION <br />APPROVING THE ISSUANCE AND SALE OF THE CITY'S $1 MILLION VARIABLE RATE <br />DEMAND INDUSTRIAL DEVELOPMENT REVENUE BONDS (TESCOM CORPORATION <br />PROJECT) SERIES 1991 AND AUTHORIZING THE APPROVAL AND EXECUTION OF <br />RELATED DOCUMENTS AND APPROVAL OF RELATED MATTERS AS AMENDED. <br />COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />5.2. Fillmore Pay Estimate <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO AUTHORIZE PAY ESTIMATE #3 IN THE AMOUNT <br />OF $12,497.50 TO BITUMINOUS CONSULTING AND CONTRACTING, INC. FOR WORK <br />COMPLETED ON THE FILLMORE STREET/173RD IMPROVEMENT PROJECT. <br />COUNCILMEMBER SCHULDT SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />5.3. 1992 City Fee Schedule <br /> <br />Building and Zoning Administrator, Stephen Rohlf, was present to <br />discuss his 11/6/91 memo regarding proposed fee adjustments for 1992. <br />The garbage license and gravel license fees were briefly discussed. <br />The City Council expressed concern over the cigarette license fee and <br />the need for this fee to be increased along with better enforcement of <br />the State Law to stop the selling of cigarettes to minors. Ordinances <br />that have been approved in suburban communities which severely restrict <br />or limit the sale of the cigarettes was discussed, and support for this <br />type of ordinance in Elk River was expressed. <br /> <br />. <br /> <br />COUNC I LMEMBER HOLMGREN MOVED TO ADOPT RESOLUT I ON 91-72, A RESOLUT ION <br />APPROVING THE 1992 FEE SCHEDULE. COUNCILMEMBER SCHULDT SECONDED THE <br />MOTION. THE MOTION CARRIED 5-0. <br />
