Rickie Buttweiler expressed her concerns over the fact that assessments are pending at this time when the project sti 11 is in doubt. It was indicated that pending assessments severely restrict being able to sell vacant parcels in the area. Butch Melton expressed his concern that information from the 11/26/91 meeting on Westwood wi th the property owners be passed on to the Ci ty Council and that the City follow-up on some of the suggestions offered at that meeting. Mayor Tra11e acknowledged the concerns of the citizens and indicated that the Council would do the best it can in making the project financially reasonable for the affected property owners. 5.1. Tescom IRB Resolution The City Administrator noted three changes in the resolution. The first change is on Page 4, whereby the date is October 21, 1991; the second change is on Page 5, whereby the date in IE is June 30, 1993; and the third change is changing the reference to the City Clerk to the City Administrator in Sections 5 and 6 on Pages 7 and 8. . COUNCILMEMBER KROPUENSKE MOVED TO ADOPT RESOLUTION 91-71, A RESOLUTION APPROVING THE ISSUANCE AND SALE OF THE CITY'S $1 MILLION VARIABLE RATE DEMAND INDUSTRIAL DEVELOPMENT REVENUE BONDS (TESCOM CORPORATION PROJECT) SERIES 1991 AND AUTHORIZING THE APPROVAL AND EXECUTION OF RELATED DOCUMENTS AND APPROVAL OF RELATED MATTERS AS AMENDED. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 5-0. 5.2. Fillmore Pay Estimate COUNCILMEMBER HOLMGREN MOVED TO AUTHORIZE PAY ESTIMATE #3 IN THE AMOUNT OF $12,497.50 TO BITUMINOUS CONSULTING AND CONTRACTING, INC. FOR WORK COMPLETED ON THE FILLMORE STREET/173RD IMPROVEMENT PROJECT. COUNCILMEMBER SCHULDT SECONDED THE MOTION. THE MOTION CARRIED 5-0. 5.3. 1992 City Fee Schedule Building and Zoning Administrator, Stephen Rohlf, was present to discuss his 11/6/91 memo regarding proposed fee adjustments for 1992. The garbage license and gravel license fees were briefly discussed. The City Council expressed concern over the cigarette license fee and the need for this fee to be increased along with better enforcement of the State Law to stop the selling of cigarettes to minors. Ordinances that have been approved in suburban communities which severely restrict or limit the sale of the cigarettes was discussed, and support for this type of ordinance in Elk River was expressed. . COUNC I LMEMBER HOLMGREN MOVED TO ADOPT RESOLUT I ON 91-72, A RESOLUT ION APPROVING THE 1992 FEE SCHEDULE. COUNCILMEMBER SCHULDT SECONDED THE MOTION. THE MOTION CARRIED 5-0.
