Call Meeting to Order <br /> <br />Pursuant to due call and noti ce thereof, the meeting of the Elk River <br />City Council was called to order at 7:00 p.m. by Mayor Tralle. <br /> <br />2. Consider 12/2/91 City Council Agenda <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO APPROVE THE 12/2/91 <br />AGENDA. COUNCILMEMBER KROPUENSKE SECONDED THE MOTION. <br />CARRIED 5-0. <br /> <br />CITY COUNCIL <br />THE MOTION <br /> <br />3. Consider 11/25/91 City Council Minutes <br /> <br />COUNCILMEMBER SCHULDT MOVED TO APPROVE THE 11/25/91 CITY COUNCIL <br />MINUTES. COUNCILMEMBER DIETZ SECONDED THE MOTION. THE MOTION CARRIED <br />5-0. <br /> <br />4. Open Mike <br /> <br />A number of citizens were present to discuss the proposed Westwood <br />Improvement project and to express their concerns over the project <br />taking place and the anticipated assessments for the project. <br /> <br />Mayor Tralle indicated that any reference made by himself was not <br />intended to refer to Eleanor Todahl. <br /> <br />Molly Eull, who lives on Boston Street, expressed her concerns over the <br />project taking place during a prolonged recession. <br /> <br />Mayor Tralle discussed with the citizens the public improvement <br />process, whereby, a public hearing on the cost and assessments for the <br />project would be held after the bids were opened. It is anticipated <br />that the bids will be received in early spring 1992. The assessment <br />appeal process was also reviewed by the Mayor. <br /> <br />Larry Hickman, 187th Circle, expressed his concern for the people in <br />the area that would be financially distressed if the assessments took <br />
