Consider Seal Coat Bids <br /> <br />Lori Johnson indicated that $45,000 has been budgeted for seal coating <br />projects in 1991. She informed the Council that staff is considering <br />adding the 165th turn lane into the RDF Plant. She stated that it may <br />be possible to charge NSP for the sealcoating. <br /> <br />COUNCILMEMBER DIETZ MOVED TO ADOPT RESOLUTION 91-44 A RESOLUTION <br />ACCEPTING BID AND AUTHORIZING EXECUTION OF CONTRACT IN THE MATTER OF <br />THE STREET SEAL COATING IMPROVEMENT OF 1991. COUNCILMEMBER KROPUENSKE <br />SECONDED THE MOTION. THE MOTION CARRIED 3-0. <br /> <br />6.3. Consider Feasibility Study for Sewer and Water to City Hall Site <br /> <br />Councilmember Holmgren arrived at this time (7:45 p.m.) <br /> <br />Lori Johnson indicated that consideration has been given to extending <br />utilities to the new city hall site. She stated that in order to begin <br />the process the Council must order a feasibility study of the project. <br /> <br />COUNCILMEMBER KROPUENSKE MOVED TO ADOPT RESOLUTION 91-45, A RESOLUTION <br />ORDERING A PRELIMINARY FEASIBILITY REPORT IN THE MATTER OF THE PROPOSED <br />CITY HALL SITE UTILITY AND STREET IMPROVEMENTS OF 1991. COUNCILMEMBER <br />DIETZ SECONDED THE MOTION. THE MOTION CARRIED 4-0. <br /> <br />e 6.4. Discussion on Green Acre Deferred Assessments <br /> <br />Lori Johnson distributed a draft Green Acres Deferred Assessment Policy <br />for discussion. Lori Johnson stated that it would be helpful in the <br />future to have a special assessment policy on green acreSj this policy <br />would make it clear to property owners how the deferment would affect <br />their property and also would aid the City and County in collection of <br />assessments after the parcels no longer qualify for green acre status. <br />It was noted that the majority of the policy is dictated by Minnesota <br />State Statutej however, there are several items that require Council <br />input. <br /> <br />e <br /> <br />The Council discussed different options in relation to the rate of <br />interest charged and the term that interest should be charged. Lori <br />Johnson indicated that it is possible to charge interest beyond the <br />life of the assessment, however, some cities charge interest only <br />through the life of the assessment. She also indicated that the City <br />may request payment of the interest on a yearly basis on green acre <br />parcels. It was noted that it may not be legal to require annual <br />interest payments. Discussion was also held regarding the percent of <br />interest to be charged. Lori Johnson indicated that past practice has <br />been to charge the same percent to green acre parcels as is being <br />charged to all property being assessed for a particular project. <br />Discussion was held regarding the possibility of either charging the <br />same amount as is being charged for the project for the entire <br />deferment period, or charging the same percent that is being charged <br />for the project for the life of the assessment, and then increasing or <br />decreasing the interest amount to 10% for the remaining time. The <br />Finance Director indicated that it is not the intent of this policy to <br />
