The Council continued to discuss all of the above <br />options. <br /> <br />COUNCILMEMBER KROPUENSKE MOVED TO APPROVE THE DRAFT GREEN ACRES <br />DEFERRED ASSESSMENT POLICY WITH A CHANGE IN THE LAST SENTENCE TO READ <br />AS FOLLOWS: GREEN ACRED ASSESSMENTS SHALL BE ALLOWED THE OPTION OF <br />PAYING OR DEFERRING THE INTEREST OF THE ASSESSMENT ON AN ANNUAL BASIS <br />UNTIL THE TERM OF THE ASSESSMENT EXPIRES AND AT THAT TIME GREEN ACRED <br />ASSESSMENTS SHALL BE REQUIRED TO PAY THE INTEREST OF THE ASSESSMENT ON <br />AN ANNUAL BASIS IF ALLOWED BY LAW. COUNCILMEMBER HOLMGREN SECONDED THE <br />MOTION. THE MOTION CARRIED 4-0. <br /> <br />COUNCILMEMBER DIETZ MOVED THAT NOTICES SHALL BE SENT TO ALL PARCELS OF <br />GREEN ACRED ASSESSMENTS ON A YEARLY BASIS SHOWING THE PRINCIPAL PLUS <br />ACCRUED YEARLY INTEREST. THE MOTION CARRIED 4-0. <br /> <br />8. <br /> <br />Other Business <br /> <br />e <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO CALL A SPECIAL MEETING OF THE COUNCIL <br />TO BE HELD ON AUGUST 12, 1991, AT 8:00 P.M. IMMEDIATELY FOLLOWING THE <br />EDA MEETING, FOR THE PURPOSE OF DISCUSSING CITY HALL FACILITIES. <br />COUNCILMEMBER DIETZ SECONDED THE MOTION. THE MOTION CARRIED 4-0. <br /> <br />The City Council discussed the City Hall/Police Station draft site <br />plan. Discussion was held by the Council regarding the Police <br />Department use of Main Street and the effect this would have on the <br />residential neighbors. Discussion was also held regarding the vicinity <br />of the presentation area and the fact that it was located a great <br />distance from the parking lot. <br /> <br />Lori Johnson stated there had been further questions from the Council <br />on the Gospodor agreement and requested permission to proceed with <br />forwarding the signed agreement. It was the consensus of the Council <br />to proceed. <br /> <br />e <br /> <br />Councilmember Dietz discussed the placement of' items on Council agendas <br />where public input is involved. He requested the Council to consider <br />other alternatives so that people with short agenda items would not be <br />required to wait until the end of the meeting to be heard. by the <br />Council. He suggested placing these items first on the agenda. The <br />Council discussed the fact that several options have been tried and <br />also that the City Administrator prefers to see the larger items, <br />especially those with large numbers of people, first on the agenda. <br />Not all Councilmembers agreed with this, however, no decision was made. <br />
