Presentation of PlaQue from Sherburne County for Clean-Up Day <br /> <br />Stephanie Klinzing, Sherburne County Commissioner, presented the City <br />Council with a "Thank You" Plaque for the Clean-Up Day which Elk River <br />hosted. <br /> <br />5.2. Eagles ReQuest to hold a Benefit in a Tent on their property <br /> <br />Mr. Ken Nolte indicated he was representing the Eagles. He stated that <br />the Eagles are requesting to erect a tent located at the rear of their <br />property and to have a band and a dance. The purpose is to raise money <br />for Blaine Wright who is in need of a bone marrow transplant. The City <br />Clerk indicated that the original request was to erect a tent, to hold <br />bingo games and serve beer in the tent. Mr. Nolte indicated that he <br />was not aware of this request and apologized for not being more <br />prepared. <br /> <br />The Council discussed. the matter and decided to act on the original <br />request of serving beer in the tent. It was also indicated that the <br />site plan was presented to the Building and Zoning Administrator, the <br />Chief of Police and the Fire Chief for review. <br /> <br />e <br /> <br />COUNCILMEMBER KROPUENSKE MOVED TO ALLOW THE EAGLES TO ERECT A TENT ON <br />THEIR PROPERTY AND TO ALLOW THE SERVING OF ALCOHOL IN THE TENT AND IN <br />THE FENCED IN AREA ONLY ON AUGUST 24, 1991 SUBJECT TO APPROVAL OF THE <br />FIRE CHIEF AND POLICE CHIEF. COUNCILMEMBER DIETZ SECONDED THE MOTION. <br />THE MOTION CARRIED 3-0. <br /> <br />The Council indicated that if it is the intention of the Eagles to have <br />an outdoor band and dance, then this request should be reviewed by the <br />Police and Fire Chiefs and that their recommendation be followed. <br /> <br />Mr. Nolte stated that the Eagles are requesting permission to hold an <br />auction at Lion's Park as a fund raiser for Blaine Wright's surgery <br />with a tentative date of September 14, 1991. <br /> <br />COUNCILMEMBER DIETZ MOVED TO ALLOW THE EAGLES TO USE LION'S PARK TO <br />HOLD AN AUCTION FOR BLAINE WRIGHT. COUNCILMEMBER KROPUENSKE SECONDED <br />THE MOTION. <br /> <br />Councilmember Kropuenske indicated that this request is being granted <br />because it is for a special medical fund-raising purpose. He indicated <br />that he would not want ~o set a precedent of holding auctions in Lion's <br />Park. <br /> <br />THE MOTION CARRIED 3-0. <br /> <br />6.1. Pay Estimate #1 for Proctor Avenue Improvement Project <br /> <br />e <br /> <br />COUNCILMEMBER DIETZ MOVED TO APPROVE PAY ESTIMATE #1 TO R. L. <br />EXCAVATING, INC. IN THE AMOUNT OF $176,669.02 FOR THE PROCTOR AVENUE <br />IMPROVEMENT PROJECT. COUNCILMEMBER KROPUENSKE SECONDED THE MOTION. <br />THE MOTION CARRIED 3-0. <br />
