He further <br />indicated that the application to HUD is due by August 12. <br /> <br />COUNCILMEMBER KROPUENSKE MOVED TO ADOPT RESOLUTION 91-41, A RESOLUTION <br />SHOWING SUPPORT OF THE GUARDIAN ANGELS EXPANSION THROUGH HUD. <br />COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />5.1. Discussion on Fire Relief Association Benefits <br /> <br />Lori Johnson, Finance Director, indicated that the Fire Relief <br />Association approved a $50 increase to $1900 defined benefit per year <br />of service and is requesting that the City Council also approve the <br />increase. Lori also indicated that there had been concerns from both <br />the City Council and the Auditor regarding the unfunded liability. She <br />further indicated that the Relief Association had been made aware of <br />these concerns at its last meeting. She noted that the unfunded <br />accrued liability for 1990 is $78,038, up from $30,675 in 1989. She <br />stated that the Fire Relief Association has made changes in their <br />investment policy which had been suggested by the City. <br /> <br />e <br /> <br />Jim Nystrom, representing the Elk River Fire Relief Association, <br />indicated that it was true that the ratio of accrued liability to the <br />assets is a concern to the Auditor, however, the Association feels that <br />the City Auditor is being overly conservative. He indicated that the <br />Fire Relief Association is increasing the ratio of assets and <br />decreasing the deficit in investments. <br /> <br />Council discussion pursued regarding the unfunded liability and the <br />impact future requests would have on the City budget. After <br />discussion, the Council agreed that the increase requested was modest <br />and that the Relief Association would take the City's budget problems <br />into consideration when requesting future increases. <br /> <br />COUNCILMEMBER KROPUENSKE MOVED TO APPROVE AN INCREASE TO THE FIRE <br />RELIEF ASSOCIATION IN THE AMOUNT OF $50 TO $1900 PER YEAR OF SERVICE. <br />COUNCILMEMBER HOLMGREN SECONDED THE MOTION. <br /> <br />Councilmember Kropuenske indicated that the City is looking at possible <br />shortfalls in the budget and may not be able to contribute to the Fire <br />Relief Association in 1992. <br /> <br />THE MOTION CARRIED 5-0. <br /> <br />5.2. Consider Appointments to 'the Health Care Delivery Commission <br /> <br />e <br /> <br />Mayor Tralle indicated that the City Council appointed Mary Jo Swanson <br />as a citizen representative to the Health Care Delivery Commission. He <br />further stated that six other members must be appointed to the <br />Commission and that the Elk River Ambulance Service is recommending <br />Robert Dreissig as the Ambulance staff member appointee and Steve <br />Di ttbenner as the Ambulance Coordinator appointee. He further stated <br />that Health One is recommending Mark Stutelberg as the Committee <br />appointee representing Health One Transportation and Dr. Barb <br />
