Mr. Mitchell also questioned whether interest would accrue on Green Acres property. Tim Keane, City Attorney, indicated that interest does accrue over the term of assessment for Green Acres property. Terry Maurer, Ci ty Engineer, indicated that he did mail Mr. Mitchell's Attorney the information he requested. There being no further comments from the public, Vice Mayor Schuldt closed the public hearing. COUNCILMEMBER KROPlJENSKE MOVED TO ADOPT R.ESOLUTION 91-29, A RESOLUTION ADOPTING FINAL ASSESSMENT ROLL IN THE MATTER OF THE FILLMORE STREET IMPR.OVEMENT OF 1991. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 4-0. 6.4 J<'jJLI!!Q..r~ Sy,reet_Q.Q!!strllption Bids e Terry Maurer indicated that Bituminous Consulting and Contracting, Inc. was the low bidder for the Fillmore Street Improvement project. He indicated that the bid also included a bid on the right turn lane on County Road 12 at Fillmore Street and on the 173rd Avenue street ] mprovements at the rai lroad cross ing. He stated that the bid for Fi llmore Street was $170,442.56 which is approximately 5% below the feasihil ity estimate. It was the consensus of the Council to not accept. the bids at this time but to wai t until the 30 day assessment appeal time period has elapsed. 7.2 R~Jm~~LfQr T~!!!Q.orarY.J1reenh9use by Ron's FQods Vice Mayor Schuldt indicated that Ron's Foods is requesting to erect a temporary greenhouse in the center of the parking area at Ron's Foods. Vice Mayor Schuldt indicated that the last time the Council discussed this item it was the suggestion of the Council that the greenhouse be put in a different location so as not to interfere with traffic and pedestrians walking from the store to their vehicles. Pat KIaers, City Admin] strator, indicated that staff has contacted Ron's Foods by let.ter regarding the temporary greenhouse and informed t.hem that the Council requested a new location for the temporary greenhouse. Chuck Peltier, Manager of Ron's Foods, indicated that Ron's Foods is requesting to have the greenhouse remain in the same location as last year so that it can be staffed as needed. e COllncilmember Holmgren indicated that he is aware that the greenhouse has been a temporary fixture for a number of years at Ron's Foods. He indicated that during the last two years, with the addition of the brat stand, the parking area is more congested and indicated that the greenhouse adds to the congestion. Councilmember Holmgren suggested that the greenhouse be relocated.
