He indicated that it was up <br />to the City to prove that the assessment would benefit his property. <br />Mr. Mitchell also questioned whether interest would accrue on Green <br />Acres property. <br /> <br />Tim Keane, City Attorney, indicated that interest does accrue over the <br />term of assessment for Green Acres property. Terry Maurer, Ci ty <br />Engineer, indicated that he did mail Mr. Mitchell's Attorney the <br />information he requested. <br /> <br />There being no further comments from the public, Vice Mayor Schuldt <br />closed the public hearing. <br /> <br />COUNCILMEMBER KROPlJENSKE MOVED TO ADOPT R.ESOLUTION 91-29, A RESOLUTION <br />ADOPTING FINAL ASSESSMENT ROLL IN THE MATTER OF THE FILLMORE STREET <br />IMPR.OVEMENT OF 1991. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. He <br />indicated that the bid also included a bid on the right turn lane on <br />County Road 12 at Fillmore Street and on the 173rd Avenue street <br />] mprovements at the rai lroad cross ing. He stated that the bid for <br />Fi llmore Street was $170,442.56 which is approximately 5% below the <br />feasihil ity estimate. It was the consensus of the Council to not <br />accept. the bids at this time but to wai t until the 30 day assessment <br />appeal time period has elapsed. <br /> <br />7.2 <br /> <br />R~Jm~~LfQr T~!!!Q.orarY.J1reenh9use by Ron's FQods <br /> <br />Vice Mayor Schuldt indicated that Ron's Foods is requesting to erect a <br />temporary greenhouse in the center of the parking area at Ron's Foods. <br />Vice Mayor Schuldt indicated that the last time the Council discussed <br />this item it was the suggestion of the Council that the greenhouse be <br />put in a different location so as not to interfere with traffic and <br />pedestrians walking from the store to their vehicles. <br /> <br />Pat KIaers, City Admin] strator, indicated that staff has contacted <br />Ron's Foods by let.ter regarding the temporary greenhouse and informed <br />t.hem that the Council requested a new location for the temporary <br />greenhouse. Chuck Peltier, Manager of Ron's Foods, indicated that <br />Ron's Foods is requesting to have the greenhouse remain in the same <br />location as last year so that it can be staffed as needed. <br /> <br />e <br /> <br />COllncilmember Holmgren indicated that he is aware that the greenhouse <br />has been a temporary fixture for a number of years at Ron's Foods. He <br />indicated that during the last two years, with the addition of the brat <br />stand, the parking area is more congested and indicated that the <br />greenhouse adds to the congestion. Councilmember Holmgren suggested <br />that the greenhouse be relocated. <br />
