<br />City Council Minutes <br />May 6, 1991 <br /> <br />Page 8 <br /> <br />e <br /> <br />Marl in Schmiege indicated that he would have a problem with the design <br />of the road while backing out of his driveway across four lanes. <br /> <br />J!!n~J.! t tOIl <br /> <br />Jane Sutton indicated that she brings her daughter to TLC daycare. She <br />indicated that she had a concern regarding safety of the children and <br />the closeness of the road to the daycare center. She suggested that a <br />guardrail be put along the daycare center playground area to prevent <br />cars from rolling into the playground area. <br /> <br />Mayor Tralle indicated that the Council would take all comments heard <br />at this meeting into consideration. He indicated that the Council must <br />look at this project as a long term project and take into consideration <br />the possibility of increased traffic in the future. Mayor Tralle <br />further indicated that the Council would review the assessment policy <br />for upgrading a County road. <br /> <br />Mayor Tralle closed the public hearing at this time. <br /> <br />e <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO TABLE THE PROCTOR AVENUE PUBLIC HEARING <br />UNTIL MAY 16, 1991, TO BE HELD AT 6:00 P.M. AT THE ELK RIVER PUBLIC <br />LIBRARY SO THAT THE COUNCIL COULD RECONSIDER THE SAFETY ISSUE ON COUNTY <br />ROAD 1 AND COUNTY ROAD 77, THE ASSESSMENT POLICY FOR PROCTOR AVENUE AND <br />THE JOINT POWERS AGREEMENT BETWEEN THE CITY AND COUNTY. COUNCILMEMBER <br />DIETZ SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />Mayor Tralle left the meeting at 10:00 p.m. <br /> <br />The Council recessed at 10:00 p.m. and reconvened at 10:15 p.m. <br /> <br />6. 2 QQm:tig~LI~rQ.9J;or Avenue Construction Bid <br /> <br />No action was taken regarding this item. <br /> <br />6.3 ~oJttinued AssessmeIl:tJleadng_J~'ilJmor~;;treet Project <br /> <br />Terry Maurer, City Engineer, indicated that the Fillmore Street public <br />hearing was continued from the April I, City Council meeting in order <br />to allow staff time to further analyze the determination of assessment <br />un i ts on the Bates property, Beaudry property and McDaniel property. <br />He noted that at the April 22 Council meeting, staff presented a report <br />regarding the study of assessment units for these properties. The City <br />Council voted to reduce the assessment units on these three properties <br />from two to one and one-half units each. <br /> <br />Vice Mayor Schuldt indicated that the public hearing had not been <br />closed and requested comments from the public at this time. <br /> <br />e <br /> <br />Pat Holzem questioned the layout of the stakes on his property and the <br />amount of right-of-way the City would be acquiring. <br /> <br />Scott Mitchell questioned whether the stakes represented the amount of <br />easement.
