<br />City Council Minutes <br />May 6, 1991 <br /> <br />Page 6 <br /> <br />. <br /> <br />Mr. Babcock noted that the City would have to acquire part of the <br />Kreuser's daycare property in order to construct the proposed road. He <br />stated that the Kreusers see no reason for the City to take their <br />property and suggested that. the Counei 1 veto the projeet and let the <br />Count.y handle it on their own or send t.he plan back to t.he Engineer to <br />come up with another plan to handle the traffic problem. Mayor Tralle <br />indicated that he had accepted the petitions. <br /> <br />GeoJ:g~..Jt<2Y--q <br /> <br />George Boyd indicated that there is a need to upgrade Proctor Avenue <br />from Highway 10 to School Street. He stated that it is a dangerous <br />area. He indicated his concern for the children with no place to walk <br />on Proctor and indicated that he felt the project should be considered <br />by the Counci 1. Mr. Boyd stated that he did not feel a four lane was <br />necessary I and also indi cated that he felt the assessments from the <br />project should be distributed more fairly. <br /> <br />e <br /> <br />Tim Keane, City Attorney, indicated that the project is a County State <br />Aid Highway project with joint assistance for funding between the <br />County and the Cit.y's 429 Special Assessment authority. He stated that <br />it is st.andard procedure for t.he City to administer the project. and <br />assess the local cost. He further stated that there is no written <br />agreement at the presfmt time but one can be drawn up. He indicat.ed <br />t.hat al t.hough there is no wri tten agreement, there is joint approval <br />between t.he City and County regarding project plans and cost sharing. <br /> <br />IJQY!LHru t l~g__::-.S_QhQQiJ2i ~tri..Q.t...-12 fl <br /> <br />Lloyd Brutlag stat.ed that the School District is supporting t.he <br />position that the City must address the traffic situation. Mr. Brutlag <br />indicated that he felt the School District would derive no benefit from <br />the sidewalk on Proctor Avenue to the School and further that the <br />sidf!walk would be 11 maintenance problem for the School District. <br /> <br />Yf. rn.!LH~n~nh!!.r~ <br /> <br />Verna Hanenburg stated that the traffic problems are on School Street <br />and not on Proctor Avenue. She <br />stated that she was not aware of the possibility of upgrading Proctor <br />Avenue t.o a. four lane road when she purchased her home.
