He stated that a vehicle trying to make a left hand turn from <br />County Road 77 to go south on Proctor would be crossing four lanes of <br />tI'affic. <br /> <br />.k i~~-'fJ!jglk~uJ3i!Ll~ake <br /> <br />Lisa Thi elke questioned how close the road would be to the actual <br />daycare center property. Terry Maurer indicated that currently the <br />road is 40 feet from the property and with the proposed reconstruction, <br />the edge of the driving lane would be 38 feet from the daycare <br />property. Ms. Thielke stated that Minnesota winter roads are not <br />a 1 ways safe and that. when people come around the corner they could <br />slide into the playground area. Ms. Thielke requested that the speed <br />he restricted on the road in that area and that the road be moved <br />further from t.he daycare property. <br /> <br />Rob Otto - 945 Proctor Road <br /> <br />Bob Otto expressed his opposition to the proposed assessment project. <br />He indicated that a four lane road would not benefit his property and <br />that it would increase the traffic and reduce the value of his property. <br /> <br />MnTk-.P~!!lt~rg as t <br /> <br />e <br /> <br />Mark Pendergast indicated that he is the owner of the commercial <br />apartment bui l(ling on School Street and Proctor Avenue. He indicated <br />that he did not feel the street project was necessary. He indicated that, to his knowledge, this is the first time <br />in thirteen years that the City Council has initiated an improvement on <br />the County's la.nd. He further stated that he does not believe t.he City <br />and the County have entered into a Joint. Powers Agreement.. <br /> <br />Mr. Babcock st.ated that according to the City Engineer, the traffic <br />count of 6700 on Proctor was taken south of School Street. He stated <br />that most of the project is being const~lcted north of School Street <br />and felt that a traffic count should be taken in this area. He further <br />stat.ed that t.he Krellsers did not feel this improvement would benefit <br />thei r property. He stated that. the Kreusers are concerned about the <br />prox i mity of the edge of the new roadway as it abuts t.he dayca.re play <br />area. The corner of the play area will be 27 feet from the edge of the <br />new roadway. <br /> <br />e <br /> <br />Mr. Babcock presented the Mayor with a petition containing 311 names of <br />people who feel that the road situation would endanger their children <br />at the daycare center and that the project should not be done. He also <br />submitted to the Mayor another petition containing 22 names of property <br />owners affected by the project who are in opposition to the project. <br />
