He suggested that the Council consider adding two <br />extra cj tizens to the quality assurance program. <br /> <br />Councilmemher Kropnenske stated he was also in favor of the proposal. <br />He indicated that although the Council would he considering the <br />proposal, the proposal is not the end result.. He stated that the City <br />has an excellent service at the present time with the Elk River <br />AmbllIance and further t.hat he supports the plan presenten and wouln <br />like to see one more ci t i zen added to the committee. Council member <br />Diet.z indicated that he was also in favor of the proposal. <br /> <br />COHNCILMEMRER KROPUENSKE MOVED TO ACCEPT THE PROPOSAL PRESENTED BY <br />HEALTH ONE WITH THE AMENDMENT TO THE QUALITY ASSURANCE PROGRAM WHICH <br />WOULD INCLUDE SEVEN MEMBERS WITH TWO OF THE MEMBERS FROM THE ELK RIVER <br />MRDTCAL COMMUNITY. COUNCILMEMBER HOLMGREN RECONDED THE MOTION. THE <br />MOTION CARRIED 5-0. <br /> <br />e <br /> <br />COUNCILMEMBER KROPUENRKE MOVED '1'0 DIRECT STAFF TO REGIN THE PROCESS OF <br />DRAFTING AN ORDINANCE FOR THE QUALITY ASSURANCE COMMITTEE AND THE <br />DUTTES THEREOF. COUNCILMEMBER DIETZ SECONDED THE MOTION. THE MOTION <br />CARBIED 5-0. <br /> <br />The Council recessed at 8:00 p.m. and reconvened at 8:10 p.m. <br /> <br />6. ] J~r!2yJ~QT~.y~m!~ <br /> <br />Terry Maurer, City Engineer, introduced this item. He indicated that <br />the proposed street improvement for the Proctor Avenue project is a <br />county road jurisdiction, but the project also includes City cost for <br />part of the street, storm sewer, sani tary sewer improvements and a <br />proposed pathway. Mr. Maurer explained that the reconstruction of <br />Proctor Avenue from Trunk Highway 10 to approximately 3800 feet north, <br />just. past. the existing "wye" intersection of County Road 1 and County <br />Road 77, involves the removing of existing bituminous, installing <br />concrete curb and gutter and resurfacing the new street to a width of <br />52 feet. Mr. Maurier reviewed the proposed assessments that would be <br />levied for the project. He indicated that the estimated total project <br />cost is $647,000, and the estimated assessment amount is $195,300 which <br />is about 30% of the total project cost. He further stated that the <br />proposed project schedule would have the project substantially complete <br />by September, 1991, prior to the 1991-92 school year. <br /> <br />Mayor Tralle opened the public hearing. <br /> <br />.1.i!!L.Nxs t ro!!'_=_Ji!.2-3LP-r.QQtoL.J?.&_l!.g <br /> <br />e <br /> <br />Jim Nystrom made reference to the proposed design at the "wye" <br />intersection. He stated that the proposed design would create a <br />problem as there is no stacking space and no acceleration lane from <br />County Road 77 when trying to make a left hand turn to go south on <br />
