Mississippi Rip-Rap Project Update <br /> <br />Terry Maurer informed the Council that the rip rap project along the <br />Mississippi River Bank has been completed. Property restoration which <br />will be completed in the Spring. <br /> <br />5.6. Otse~o Sewer <br /> <br />Terry Maurer indicated that the City Council had considered the idea of <br />sharing (at a cost to be determined) some of the City's sewer capacity <br />to Otsego until such time that they can build their own plant. He <br />stated that at a recent joint City Council meeting with Otsego, he got <br />the impression that Otsego would not request sewer capacity from Elk <br />River until the late 1990's. The City Administrator indicated that by <br />the time Otsego is ready to request Elk River's sewer capaci ty, there <br />may be no "excess" capacity remaining. <br /> <br />The Council discussed the fact that if Otsego did purchase temporary <br />sewer capacity from Elk River, a time limit would have to be set for <br />disconnection. The Council discussed the fact that this could turn <br />into a difficult situation if Elk River needed the capacity and Otsego <br />was not ready to disconnect by the set date. <br /> <br />e <br /> <br />Mayor Tralle indicated that if the City does provide capacity to <br />Otsego, one of the stipulations should be that the capacity would be <br />available to residential property only. <br /> <br />Mayor Tralle suggested the possibility of an area wide sewer district. <br />He directed the City Engineer to study this possibility and report back <br />to the Counci 1. <br /> <br />5.7. Pay Estimate #3 for Evans Avenue Project <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO APPROVE PAY ESTIMATE #3 FOR EVANS <br />AVENUE STREET IMPROVEMENT TO BITUMINOUS CONSULTING AND CONTRACTING FOR <br />$8,331.42. COUNCILMEMBER DIETZ SECONDED THE MOTION. THE MOTION <br />CARRIED 4-0. <br /> <br />5.8. Fillmore Street Plans <br /> <br />The City Engineer explained that MnDOT will be changing the rules for <br />road design this Spring. He indicated that the proposed changes would <br />require Fillmore to be a 9 ton road design rather than a 7 ton design, <br />therefore, increasing the City's cost. Mr. Maurer suggested <br />authorizing the preparation of plans and specifications in order to get <br />them approved by MnDOT prior to the rule changes. <br /> <br />e <br /> <br />COUNCILMEMBER DIETZ MOVED TO ADOPT RESOLUTION 91-8 A RESOLUTION <br />ORDERING THE PREPARATION OF PLANS AND SPECIFICATIONS IN THE MATTER OF <br />THE FILLMORE STREET IMPROVEMENT OF 1991. COUNCILMEMBER HOLMGREN <br />SECONDED THE MOTION. THE MOTION CARRIED 4-0. <br />
