Other issues of <br />concern relate to right-of-way acquisition and method of assessment. <br />Mr. Maurer explained that the property owners are concerned that the <br />area cannot be properly policed due to it being a private road. The <br />property owners also desire the City to maintain the road. He <br />suggested that the City hold an informational meeting with the <br />residents to discuss improvement options before proposing a project to <br />the City Council. <br /> <br />It was the consensus of the City Council to hold an informational <br />meeting with the property owners to inform them of all the issues of <br />concern. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO ADOPT RESOLUTION 91-6 A RESOLUTION <br />RECEIVING THE FEASIBILITY REPORT IN THE MATTER OF THE NAPLES <br />STREET/186TH AVENUE IMPROVEMENT OF 1991. COUNCILMEMBER DIETZ SECONDED <br />THE MOTION. THE MOTION CARRIED 4-0. <br /> <br />5.2. East Main Street Sewer Report <br /> <br />e <br /> <br />Terry Maurer reviewed the East Main Street Sanitary Sewer Analysis <br />report with the City Council. He stated that the study was authorized <br />by Council on June 11, 1990, to analyze the capacity of the existing <br />sani tary sewer on East Main Street. The report concluded that the <br />existing sewer line has the capacity to allow full development of <br />undeveloped property in the area. The report also looks at the <br />necessary improvements for the full development of the unsewered areas <br />in Phase II of the Growth Management Plan. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO ACCEPT THE EAST MAIN STREET SANITARY <br />SEWER ANALYSIS DATED NOVEMBER 1990. COUNCILMEMBER DIETZ SECONDED THE <br />MOTION. THE MOTION CARRIED 4-0. <br /> <br />5.3. Main Street/169 Update <br /> <br />Terry Maurer indicated that the City is proceeding with preparation of <br />plans for the upgrading of Main Street/169 and with the revision of the <br />signal. He further indicated that in April MN/DOT will make a decision <br />on whether this project can be financed in 1991. <br /> <br />5.4. Proctor Avenue Feasibility Study <br /> <br />Terry Maurer indicated that the Proctor Avenue Improvement Project will <br />take place sometime in 1991. He stated that there will be issues <br />associated with the project such as sidewalks, underground utilities <br />and construction easements which may require City cost participation <br />and special assessments. <br /> <br />e <br /> <br />COUNCILMEMBER SCHULDT MOVED TO ADOPT RESOLUTION 91-7, A RESOLUTION <br />ORDERING A PRELIMINARY FEASIBILITY REPORT IN THE MATTER OF THE PROCTOR <br />AVENUE IMPROVEMENT OF 1991. COUNCILMEMBER HOLMGREN SECONDED THE <br />MOTION. THE MOTION CARRIED 4-0. <br />
