Mr. Maurer explained that the property owners are concerned that the area cannot be properly policed due to it being a private road. The property owners also desire the City to maintain the road. He suggested that the City hold an informational meeting with the residents to discuss improvement options before proposing a project to the City Council. It was the consensus of the City Council to hold an informational meeting with the property owners to inform them of all the issues of concern. COUNCILMEMBER HOLMGREN MOVED TO ADOPT RESOLUTION 91-6 A RESOLUTION RECEIVING THE FEASIBILITY REPORT IN THE MATTER OF THE NAPLES STREET/186TH AVENUE IMPROVEMENT OF 1991. COUNCILMEMBER DIETZ SECONDED THE MOTION. THE MOTION CARRIED 4-0. 5.2. East Main Street Sewer Report e Terry Maurer reviewed the East Main Street Sanitary Sewer Analysis report with the City Council. He stated that the study was authorized by Council on June 11, 1990, to analyze the capacity of the existing sani tary sewer on East Main Street. The report concluded that the existing sewer line has the capacity to allow full development of undeveloped property in the area. The report also looks at the necessary improvements for the full development of the unsewered areas in Phase II of the Growth Management Plan. COUNCILMEMBER HOLMGREN MOVED TO ACCEPT THE EAST MAIN STREET SANITARY SEWER ANALYSIS DATED NOVEMBER 1990. COUNCILMEMBER DIETZ SECONDED THE MOTION. THE MOTION CARRIED 4-0. 5.3. Main Street/169 Update Terry Maurer indicated that the City is proceeding with preparation of plans for the upgrading of Main Street/169 and with the revision of the signal. He further indicated that in April MN/DOT will make a decision on whether this project can be financed in 1991. 5.4. Proctor Avenue Feasibility Study Terry Maurer indicated that the Proctor Avenue Improvement Project will take place sometime in 1991. He stated that there will be issues associated with the project such as sidewalks, underground utilities and construction easements which may require City cost participation and special assessments. e COUNCILMEMBER SCHULDT MOVED TO ADOPT RESOLUTION 91-7, A RESOLUTION ORDERING A PRELIMINARY FEASIBILITY REPORT IN THE MATTER OF THE PROCTOR AVENUE IMPROVEMENT OF 1991. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 4-0.
