He stated that he is recommending a fee of <br />$50.00 to cover the inspection and administrative time charged to move <br />a house out of Elk River and/or demolishing a building. <br /> <br />Dick Gruys, 22347 Monroe, indicated that he did not feel residents <br />should have to pay for a building permit to construct or put a shed on <br />their lot. <br /> <br />It was the consensus of the Council to authorize the recommended fee of <br />$50.00 to cover inspection and administrative time for permits to move <br />a house out of Elk River or to demolish a building. <br /> <br />Residential Building Permit Fees <br /> <br />steve Rohlf explained that 1993 is the third year of a three year plan <br />to raise residential building permit fees to match the table in the <br />Uniform Building Code. He stated that the proposed rate increase would <br />raise the building permit fee of a $100,000 home a total of $63.53. <br /> <br />It was the consensus of the Council to authorize the adoption of the <br />Uniform Building Code as the fee schedule for residential building <br />permits in Elk River. <br /> <br />Mineral Excavation License <br /> <br />Steve Rohlf indicated that staff is recommending to restructure the <br />fees for a Mineral Excavation License because the current fee is <br />inconsistent with the City's ordinance. He indicated that staff is <br />recommending that $15 per acre be charged for areas actively mined and <br />that $5 per acre be charged for areas approved to be mined, but not <br />actively mined in the forthcoming year. <br /> <br />Councilmember Schuldt questioned why the miners were being requested to <br />pay a fee for land that will not be mined. Steve Rohlf explained that <br />when considering a license fee for the mining activity, the entire <br />effect of the operation must be considered and this includes land <br />within the area that is not currently being mined. <br /> <br />Dave Blandski, Midwest Asphalt, indicated that he is in agreement with <br />Steve Rohlf's recommendation and indicated that the City's present fee <br />structure needs to be changed. He further suggested that the City <br />consider charging a license fee on a per tonage basis which is done in <br />other communities. <br /> <br />Dick Peterson, Barton Sand and Gravel, stated that he also concurred <br />with staff's recommendation. He indicated that by charging $5.00 per <br />acre for area that will not be actively mined in the forthcoming year <br />is an incentive to restore areas previously mined. <br /> <br />COUNCILMEMBER KROPUENSKE MOVED TO ADOPT RESOLUTION 92-119, A RESOLUTION <br />SETTING 1993 FEES. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE <br />MOTION CARRIED 4-1. Councilmember Schuldt opposed. <br />
