Councilmember Kropuenske stated he would recommend that the City consider this as he has received several complaints for this area. COUNCILMEMBER KROPUENSKE MOVED TO INSTALL A STREET LIGHT AT THE CORNER OF PROCTOR AVENUE AND RIDGEWOOD DRIVE WITH THE CITY TO PAY FOR THE INSTALLATION OF THE STREET LIGHT AND TO PAY FOR THE ELECTRICITY TO RUN THE STREET LIGHT. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 5-0. b. Councilmember Schuldt Update Councilmember Schuldt questioned when the Council would see a completed copy of the Capital Improvement Program. The City Administrator indicated that it was his understanding that the Council felt the Capital Improvement Program was well enough defined through the several meetings that were held that there was no need to have a final copy at this time. Councilmember Schuldt requested that a review of the Capital Improvement Program take place prior to meeting for the budget. c. Special City Council Meetings COUNCILMEMBER DIETZ MOVED TO CALL SPECIAL MEETING OF THE ELK RIVER CITY COUNCIL ON AUGUST 31 TO BE HELD AT 7:00 P.M. AT ELK RIVER CITY HALL FOR THE PURPOSE OF REVIEWING THE 1993 BUDGET. COUNCILMEMBER KROPUENSKE SECONDED THE MOTION. THE MOTION CARRIED 5-0. COUNCILMEMBER SCHULDT MOVED TO CALL A SPECIAL MEETING OF ELK RIVER CITY COUNCIL ON SEPTEMBER 8 TO REVIEW THE 1993 CITY BUDGET AND TO HOLD A PUBLIC HEARING FOR THE ELK TERRACE TAX INCREMENT FINANCING DISTRICT NO. 10 AT ELK RIVER CITY HALL AT 7:00 P.M. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 5-0. COUNCILMEMBER SCHULDT MOVED TO CALL A BOARD OF CANVAS MEETING TO BE HELD AT 5:00 P.M. ON SEPTEMBER 17 AT ELK RIVER CITY HALL. COUNCILMEMBER DIETZ SECONDED THE MOTION. THE MOTION CARRIED 5-0. d. Update on Proctor Avenue Project and Railroad Crossing Project at Proctor Avenue Pat Klaers updated the Council on the Proctor Avenue and Railroad Crossing Project. e. Bid on Two Tandem Axle Dump Trucks Phil Hals informed the Council that he had submitted a bid on two used tandem axle dump trucks. It was the consensus of the Council to authorize the purchase of these two trucks if Phil's bid is accepted.
