Mayor Tralle opened the public hearing. Mr. Clark Wilson, of the Players Club Billiard, indicated that he is losing most of his business to surrounding areas such as Monticello where pool halls are allowed to remain open until 3:00 or 4:00 in the morning. He stated that most pool shooters will go to a pool hall that can stay open longer rather than playing pool at a hall that will close at 1:00 a.m. Mr. Wilson further noted that he felt he was doing a service to the community by allowing a place for the youth of the community to gather. He stated that he does not allow alcohol in his establishment and feels that the establishment is well run. Sandy Hanson indicated that she can testify to the fact that there is no drinking in the establishment. She stated that she has been in the establishment and her children use the establishment. There is little or no swearing and she stated that it is a good place for kids to go and she is in favor of the request to extend the hours. . Carol Mills of the Guardian Angels stated that according to the original conditional use permit, the proposed use should not put a strain on a public facility or service. She stated that the Guardian Angels is a public service and there are very ill people in the home. She stated she is not in favor of the extension of hours. She further indicated that the Guardian Angels will be expanding towards the direction of the pool hall. She indicated that on behalf of the residents of the Guardian Angels, she is requesting the Council to remain with the original conditions. Tim O'Brien, Administrator of the Nursing Home, indicated that there is a problem relating to beer cans, broken bottles, noise, and litter in the parking lot of the Guardian Angels and further indicated that this is originating from the pool hall clientele. Jolene pageano indicated that she is a parent of teens who visit the establishment. She stated she would like to see the billiards hall remain open as it offers a place for the youth to go. She further indicated that she is in favor of the request to extend the hours as it gives the older kids who are working second shift a place to visit. There being no further comments, Mayor Tralle closed the public hearing. Councilmember Holmgren stated that he also has a son who visits the pool hall. He stated that once the doors of the pool hall are closed after 1:00 a.m., the parking lot and lots in the mall area go wild with kids racing their vehicles in the mall. He indicated that most of this is outside of the Players Club Billiard. . Tia Kanas, student, indicated the pool hall a chance on a trial should be allowed to remain open to go and the kids have fun at the that she feels the Council should give basis. She feels the pool hall until 3:00 a.m. as it is a good place establishment.
