<br />Elk River City Council Minutes <br />April 20, 1992 <br /> <br />Page 3 <br /> <br />. <br /> <br />shift and that he is proposing to be back to the Council in June or <br />July to assess the results of the extended hours. <br /> <br />Mayor Tralle opened the public hearing. Mr. Clark Wilson, of the <br />Players Club Billiard, indicated that he is losing most of his business <br />to surrounding areas such as Monticello where pool halls are allowed to <br />remain open until 3:00 or 4:00 in the morning. He stated that most <br />pool shooters will go to a pool hall that can stay open longer rather <br />than playing pool at a hall that will close at 1:00 a.m. Mr. Wilson <br />further noted that he felt he was doing a service to the community by <br />allowing a place for the youth of the community to gather. He stated <br />that he does not allow alcohol in his establishment and feels that the <br />establishment is well run. <br /> <br />Sandy Hanson indicated that she can testify to the fact that there is <br />no drinking in the establishment. She stated that she has been in the <br />establishment and her children use the establishment. There is little <br />or no swearing and she stated that it is a good place for kids to go <br />and she is in favor of the request to extend the hours. <br /> <br />. <br /> <br />Carol Mills of the Guardian Angels stated that according to the <br />original conditional use permit, the proposed use should not put a <br />strain on a public facility or service. She stated that the Guardian <br />Angels is a public service and there are very ill people in the home. <br />She stated she is not in favor of the extension of hours. She further <br />indicated that the Guardian Angels will be expanding towards the <br />direction of the pool hall. She indicated that on behalf of the <br />residents of the Guardian Angels, she is requesting the Council to <br />remain with the original conditions. <br /> <br />Tim O'Brien, Administrator of the Nursing Home, indicated that there is <br />a problem relating to beer cans, broken bottles, noise, and litter in <br />the parking lot of the Guardian Angels and further indicated that this <br />is originating from the pool hall clientele. <br /> <br />Jolene pageano indicated that she is a parent of teens who visit the <br />establishment. She stated she would like to see the billiards hall <br />remain open as it offers a place for the youth to go. She further <br />indicated that she is in favor of the request to extend the hours as it <br />gives the older kids who are working second shift a place to visit. <br /> <br />There being no further comments, Mayor Tralle closed the public hearing. <br /> <br />Councilmember Holmgren stated that he also has a son who visits the <br />pool hall. He stated that once the doors of the pool hall are closed <br />after 1:00 a.m., the parking lot and lots in the mall area go wild with <br />kids racing their vehicles in the mall. He indicated that most of this <br />is outside of the Players Club Billiard. <br /> <br />. <br /> <br />Tia Kanas, student, indicated <br />the pool hall a chance on a trial <br />should be allowed to remain open <br />to go and the kids have fun at the <br /> <br />that she feels the Council should give <br />basis. She feels the pool hall <br />until 3:00 a.m. as it is a good place <br />establishment. <br />
