<br />Elk River city Council Minutes <br />March 16, 1992 <br /> <br />Page 5 <br /> <br />. <br /> <br />way of enforcing this issue, however they will post signs at their <br />gravel pit indicating which direction trucks should be exiting. <br /> <br />Councilmember Dietz questioned what reclamation is planned for the <br />gravel pit. Steve Rohlf indicated that the new permit allows for <br />reclamation to take place yearly on the new gravel pit. <br /> <br />Councilmember Kropuenske questioned berming along Proctor Avenue. He <br />indicated he would like to see some type of berming on both sides of <br />the highway with some type of vegetation to avoid the windblown <br />gravel. Steve Rohlf indicated that the conditional use permit could be <br />revised to allow for berming to avoid windblown soil. <br /> <br />COUNCILMEMBER DIETZ MOVED TO APPROVE THE CONDITIONAL USE PERMIT FOR <br />MINERAL EXCAVATION FOR BARTON SAND AND GRAVEL WITH THE ADDITION THAT <br />GRASS BE ESTABLISHED ON THE BERMS TO AVOID WINDBLOWN EROSION FROM THESE <br />BERMED AREAS. COUNCILMEMBER KROPUENSKE SECONDED THE MOTION. THE <br />MOTION CARRIED 5-0. <br /> <br />Steve Rohlf discussed the license necessary for Barton Sand and <br />Gravel. Peter Beck, City Attorney, indicated that he would prepare the <br />license and bring it back to the Council for approval in two weeks. <br /> <br />6.4. Easement Vacation by the City of Elk River <br /> <br />. <br /> <br />Janelle Szklarski, Zoning Assistant, indicated that the City of Elk <br />River is requesting an easement vacation for a perpetual easement for <br />street purposes which was dedicated to a piece of property to serve as <br />a cul-de-sac on 196th Avenue. She indicated that at the time the <br />easement was recorded, a mistake was made in the legal description <br />describing the land on the north end of the property instead of the <br />south end near the road. <br /> <br />Mayor Tralle opened the public hearing. There being no one for or <br />against the matter, Mayor Tralle closed the public hearing. <br /> <br />COUNCILMEMBER KROPUENSKE MOVED TO ADOPT RESOLUTION 92-20, <br />FOR VACATION OF AN EASEMENT FOR STREET PURPOSES. <br />HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />A RESOLUTION <br />COUNCILMEMBER <br /> <br />6.5. Request to Extend Completion Date for Improvements in the Plat of <br />Barrington Hills by Gary Santwire <br /> <br />. <br /> <br />Steve Rohlf indicated that Barrington Hills plat was given final plat <br />approval on April 15, 1991. A one year completion date on improvements <br />in the plat was established at that time. Gary Santwire, representing <br />REP, Ltd. of Elk River, is requesting a six month extension to the <br />completion date. Steve Rohlf also indicated that Gary Santwire is also <br />requesting one building permit to be issued after the Developer's <br />Agreement is entered into, a Letter established and the plat recorded. <br />Steve explained that it is the City's policy that house permits are <br />issued after these items are completed and only after roads are <br />surfaced with Class 5 and ready for tar, and sewer and water stubs are <br />in place. <br />
