He indicated that the City Council has taken into <br />consideration the comments made by the public regarding the fairness of <br />the Appeal Board process and is attempting to make adjustments to this <br />process. Councilmember Dietz requested that there be an immediate <br />review of all current exemptions. <br /> <br />COUNCILMEMBER HOLMGREN MOVED THAT ALL EXEMPTIONS FROM THE APPEAL BOARD <br />BE REVIEWED ON A TWELVE MONTH BASIS BEGINNING ON THE ANNIVERSARY DATE <br />OF THE EXEMPTION AND FURTHER THAT TWO CITIZEN MEMBERS BE ADDED TO SERVE <br />ON THE APPEAL BOARD WITH ONE MEMBER BEING APPOINTED FOR A TWO YEAR TERM <br />AND ONE MEMBER BEING APPOINTED FOR A ONE YEAR TERM WITH FOLLOWING <br />APPOINTMENTS TO BE MADE EVERY TWO YEARS. COUNCILMEMBER KROPUENSKE <br />SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />It was the consensus of the Council to immediately begin reviewing <br />current exemptions authorized by the Appeal Board. <br /> <br />5.4. Library Annual Report - Mick Stoffers <br /> <br />Mick Stoffers introduced the Library Board members, Vicki Sullivan, <br />Daryl Bronniche, Marsha O'Brien and Debra Anderson. Mick presented the <br />1991 Library Annual Report to the City Council. She reviewed the <br />library purchases in 1991. Mick also noted that the circulation of <br />library materials is at a high of 93,665 items. Mick further stated <br />that there is a possibility that the Great River Regional Library will <br />become automated within the next year. Mick thanked the Friends of the <br />Library, the Elk River star News, Community Education and the Retired <br />Seniors Volunteer Program for their contributions to the library. <br /> <br />The Council questioned Mick <br />Vicki Sullivan explained <br />the Council at a later date <br /> <br />about the library plans for expansion. <br />that the Library Board will be meeting with <br />to update them on the library expansion. <br />
