Call Assessment Public Hearing for Westwood Improvement Project The City Administrator informed the Council that the City has received the bids for the Westwood Improvement Project and is requesting the City Council to schedule the assessment public hearing for this project. Councilmember Dietz questioned the procedure to inform the public of the assessment options. Larry Hickman questioned whether the City had any luck in receiving funding for this project. Mayor Tralle indicated that no State or Federal funding is available but that the City would be paying a portion of the street improvement, which would reduce that portion of the assessment to the property owner. The City Administrator indicated that the City will be financing the trunk storm sewer line which will be running north and south and east and west. He indicated that the storm sewer laterals would be assessed to the Westwood Area. COUNCILMEMBER HOLMGREN MOVED TO HOLD A CITY COUNCIL MEETING ON APRIL 21, 1992, 7:00 P.M. AT SALK SCHOOL IN THE COMMONS AREA TO CONSIDER THE WESTWOOD AREA ASSESSMENTS. COUNCILMEMBER KROPUENSKE SECONDED THE MOTION. THE MOTION CARRIED 5-0. 5.3. Consider Garbage Appeal Board Reviewal Process Councilmember Holmgren indicated that when mandatory garbage went into effect in the City of Elk River it was the consensus of the City Council that there would be provisions to allow certain exemptions to the mandatory service. He indicated that the City's ordinance was then amended to allow for these exemptions through review by an Appeals
