<br />. <br /> <br />. <br /> <br />. <br /> <br />Elk River City Council Minutes <br />March 16, 1992 <br /> <br />Page 2 <br /> <br />Tralle read a proclamation by the City Council proclaiming March <br />as Camp Fire Birthday Week. The proclamation was presented to a <br />Fire Troop. The Camp Fire Troop thanked the Council by presenting <br />with a cake made by the Camp Fire Troop. <br /> <br />Mayor <br />17-23 <br />Camp <br />them <br /> <br />5.2. Call Assessment Public Hearing for Westwood Improvement Project <br /> <br />The City Administrator informed the Council that the City has received <br />the bids for the Westwood Improvement Project and is requesting the <br />City Council to schedule the assessment public hearing for this project. <br /> <br />Councilmember Dietz questioned the procedure to inform the public of <br />the assessment options. <br /> <br />Councilmember Holmgren arrived at this time (7:10 p.m.) <br /> <br />After discussion by the Council, it was the <br />sent to the residents informing them of dates <br />for residents to stop by City Hall so <br />assessment methods could be explained to them <br />Engineer. <br /> <br />consensus that a <br />that would be <br />that the five <br />by staff and <br /> <br />letter be <br />available <br />different <br />the City <br /> <br />Questions by one resident of the Westwood Area regarding the overhead <br />costs of the project were addressed by the City Administrator. <br /> <br />Eleanor Todahl indicated that there were a lot of extra costs that the <br />homeowner must consider other than the assessment cost. The City <br />Administrator indicated that these hookup and utility connection costs <br />were discussed at the public hearing for the Westwood project and that <br />most homeowners are aware of these expenses. <br /> <br />Larry Hickman questioned whether the City had any luck in receiving <br />funding for this project. <br /> <br />Mayor Tralle indicated that no State or Federal funding is available <br />but that the City would be paying a portion of the street improvement, <br />which would reduce that portion of the assessment to the property <br />owner. The City Administrator indicated that the City will be <br />financing the trunk storm sewer line which will be running north and <br />south and east and west. He indicated that the storm sewer laterals <br />would be assessed to the Westwood Area. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO HOLD A CITY COUNCIL MEETING ON APRIL <br />21, 1992, 7:00 P.M. AT SALK SCHOOL IN THE COMMONS AREA TO CONSIDER THE <br />WESTWOOD AREA ASSESSMENTS. COUNCILMEMBER KROPUENSKE SECONDED THE <br />MOTION. THE MOTION CARRIED 5-0. <br /> <br />5.3. Consider Garbage Appeal Board Reviewal Process <br /> <br />Councilmember Holmgren indicated that when mandatory garbage went into <br />effect in the City of Elk River it was the consensus of the City <br />Council that there would be provisions to allow certain exemptions to <br />the mandatory service. He indicated that the City's ordinance was then <br />amended to allow for these exemptions through review by an Appeals <br />
