<br />Elk River city Council Minutes <br />February 17, 1992 <br /> <br />Page 3 <br /> <br />. <br /> <br />Patrick K1aers, City Administrator, reviewed some material that he had <br />distributed to Don Heinzman as background material for an upcoming City <br />Council meeting. The City Administrator provided the same packet of <br />material to each Councilmember. The packet included a summary of <br />Council minutes on site selection, a summary of newspaper articles, <br />copies of the letters between the City of Elk River and Mr. Gospodor <br />and Mr. Gospodor's Attorney, a copy of the Purchase Agreement, Map <br />B-2.1 from the 1991 Parks Master Plan addressing Orono Park, a very <br />preliminary Park Plan for the Gospodor site, a cost summary for the <br />Gospodor land purchase, and a copy of the financing sources for the <br />lease payment including a copy of the debt service payments. <br /> <br />There was discussion regarding the February 24 meeting. Mayor Tralle <br />indicated that he would like to start by having Zack Johnson make a <br />presentation to give a historical overview of the site selection <br />process the City has gone through up to the final recommendation. <br />After that, the City Administrator should discuss the Gospodor site <br />negotiations, the building finances, the similarity between the City <br />process, County, and School process, and address the plat and <br />conditional use permit. Zack will then provide information regarding <br />building location and park and recreation plans for the site. The <br />Building and Zoning Department and Planning Commission representative <br />will then be asked to make a presentation and recommendation. <br /> <br />. <br /> <br />5.1. Call Board of Equalization Meeting <br /> <br />COUNCILMEMBER SCHULDT MOVED TO CALL A BOARD OF EQUALIZATION MEETING FOR <br />APRIL 29, 1992, AT 6:00 P.M. AT THE COUNTY ADMINISTRATION BUILDING. <br />COUNCILMEMBER KROPUENSKE SECONDED THE MOTION. THE MOTION CARRIED 4-0. <br />Councilmember Holmgren abstained due to a conflict of interest because <br />of his employment at the County Assessor's office. <br /> <br />5.2. MSA Resolution <br /> <br />Terry Maurer, Maier Stewert and Associates, presented a resolution <br />regarding the MSA street assessment rate. He indicated that it is <br />proposed to increase to $20 per foot for residential zoned property and <br />$27 per foot for multiple family, commercial, and industrial zoned <br />property. It was noted that this rate is consistent with the rate <br />proposed for Westwood, and further that these rate would apply only to <br />MSA streets and, therefore, would not apply to Westwood. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO APPROVE RESOLUTION 92-7, A RESOLUTION <br />ESTABLISHING THE ASSESSMENT RATE FOR MUNICIPAL STATE AID STREET <br />IMPROVEMENT PROJECTS. COUNCILMEMBER SCHULDT SECONDED THE MOTION. THE <br />MOTION CARRIED 5-0. <br /> <br />5. <br /> <br />Other Business/Staff Updates <br /> <br />. <br /> <br />The Council was informed that the Minnesota Extension Service is <br />holding a Local Government Forum on Friday, February 28, in st. Cloud. <br />All interested Councilmembers should notify the City Clerk if they wish <br />to attend. <br />
