<br />Elk River City Council Minutes <br />February 17, 1992 <br /> <br />Page 2 <br /> <br />. <br /> <br />Councilmember Holmgren indicated that he had received a request for a <br />message board at the City Hall site. The Council agreed that it was <br />not the proper place for this type of sign; however, provisions have <br />been made for one at a later date when the parkway is completed. <br /> <br />David Maroney indicated that cedar shakes are proposed for the sloped <br />roof and a membrane system for the flat roof. Exterior Insulating <br />Finishing System was one of the proposed materials for the exterior, <br />specifically, the Council chambers and fitness area. Concrete masonry <br />is proposed to start at the mechanical room and continue around the <br />office portions of the building. The garage doors are proposed to be <br />of a commercial quality, overhead sectional prefinished metal door. <br /> <br />There was discussion regarding the roof slope over the Council <br />chambers. The Architects indicated they felt this slope best fits into <br />the surroundings as it is more space efficient and cost effective. <br /> <br />David Maroney continued his presentation of the exterior materials. He <br />indicated that granite is proposed for the curved areas around the <br />Council chambers and for the main entry way to replace the previously <br />proposed glass block. He indicated that the Council could save $44,000 <br />by using burnished block in place of granite. Two additional cost <br />savings include exclusion of the dumb waiter, resulting in a $14,000 <br />savings and lower grade ceiling tile resulting in a $7,000 savings. <br /> <br />. <br /> <br />Councilmember Dietz questioned whether the building could be moved a <br />greater distance from the proposed 140 feet from Lake. The Architects <br />indicated that bad soils would become a problem if the building was <br />moved much further to the southwest. <br /> <br />Councilmember Schuldt discussed the Design Committee's tour and review <br />of the exterior materials. <br /> <br />COUNCILMEMBER KROPUENSKE MOVED TO APPROVE THE EXTERIOR STRUCTURAL <br />DESIGN AS PROVIDED BY THE ARCHITECT ON FEBRUARY 17, 1992. <br />COUNCILMEMBER DIETZ SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />Councilmember Schuldt indicated that he wished <br />alternatives made available to the Design <br />Holmgren concurred with Councilmember Schuldt <br />there would have been more options to review. <br /> <br />there would have been <br />Committee. Councilmember <br />stating that he wishes <br /> <br />COUNCILMEMBER KROPUENSKE MOVED TO APPROVE THE EXTERIOR MATERIAL SYSTEMS <br />INCLUDING MASONRY BLOCK, EXTERIOR INSULATING FINISHING SYSTEM, GRANITE, <br />CEDAR SHAKES, AND GLASS WALL SYSTEM, INCLUDING BURNISHED BLOCK AS A <br />REPLACEMENT FOR GRANITE IF THIS COST SAVINGS IS NECESSARY. <br />COUNCILMEMBER DIETZ SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />. <br /> <br />COUNCILMEMBER KROPUENSKE MOVED TO APPROVE THE FLOOR PLAN BASED ON STAFF <br />RECOMMENDATION WITH ONLY MINOR INTERIOR CHANGES ALLOWED. COUNCILMEMBER <br />DIETZ SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />The City Council took a five minute recess. <br />
