Elk River City Council Minutes February 17, 1992 Page 2 . Councilmember Holmgren indicated that he had received a request for a message board at the City Hall site. The Council agreed that it was not the proper place for this type of sign; however, provisions have been made for one at a later date when the parkway is completed. David Maroney indicated that cedar shakes are proposed for the sloped roof and a membrane system for the flat roof. Exterior Insulating Finishing System was one of the proposed materials for the exterior, specifically, the Council chambers and fitness area. Concrete masonry is proposed to start at the mechanical room and continue around the office portions of the building. The garage doors are proposed to be of a commercial quality, overhead sectional prefinished metal door. There was discussion regarding the roof slope over the Council chambers. The Architects indicated they felt this slope best fits into the surroundings as it is more space efficient and cost effective. David Maroney continued his presentation of the exterior materials. He indicated that granite is proposed for the curved areas around the Council chambers and for the main entry way to replace the previously proposed glass block. He indicated that the Council could save $44,000 by using burnished block in place of granite. Two additional cost savings include exclusion of the dumb waiter, resulting in a $14,000 savings and lower grade ceiling tile resulting in a $7,000 savings. . Councilmember Dietz questioned whether the building could be moved a greater distance from the proposed 140 feet from Lake. The Architects indicated that bad soils would become a problem if the building was moved much further to the southwest. Councilmember Schuldt discussed the Design Committee's tour and review of the exterior materials. COUNCILMEMBER KROPUENSKE MOVED TO APPROVE THE EXTERIOR STRUCTURAL DESIGN AS PROVIDED BY THE ARCHITECT ON FEBRUARY 17, 1992. COUNCILMEMBER DIETZ SECONDED THE MOTION. THE MOTION CARRIED 5-0. Councilmember Schuldt indicated that he wished alternatives made available to the Design Holmgren concurred with Councilmember Schuldt there would have been more options to review. there would have been Committee. COUNCILMEMBER DIETZ SECONDED THE MOTION. THE MOTION CARRIED 5-0. . COUNCILMEMBER KROPUENSKE MOVED TO APPROVE THE FLOOR PLAN BASED ON STAFF RECOMMENDATION WITH ONLY MINOR INTERIOR CHANGES ALLOWED. COUNCILMEMBER DIETZ SECONDED THE MOTION. THE MOTION CARRIED 5-0. The City Council took a five minute recess.
