THAT TESTING FOR DIOXINS AND FURONS BE EVERY FIFTEEN MONTHS <br />INSTEAD OF EVERY NINE MONTHS BECAUSE OF LOW LEVELS OF THESE <br />CONTAMINATES DURING THE FIRST FOUR ROUNDS OF TESTING. <br /> <br />2. THAT IF UPA ADDS THE COVER OVER THE CONVEYOR LEADING OUT OF THE <br />RDF RECEIVING BUILDING, THE CONVEYOR SYSTEM IS EQUIPPED WITH A <br />FIRE SUPPRESSION SYSTEM. <br /> <br />COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />COUNCILMEMBER SCHULDT MOVED TO APPROVE THE SOLID WASTE FACILITY LICENSE <br />RENEWAL FOR UNITED POWER ASSOCIATION. COUNCILMEMBER HOLMGREN SECONDED <br />THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />5.4. Conditional Use Permit and Solid Waste Facility License Renewal by <br />NSP/Public Hearing <br /> <br />Steve Rohlf indicated that Northern States Power is requesting renewal <br />of their conditional use permit and solid waste license. He indicated <br />that the Planning Commission reviewed the request and recommended <br />approval of both the conditional use permit and solid waste facility <br />license with certain recommendations. <br /> <br />Mayor Tralle opened the public hearing. There being no comments, Mayor <br />Tralle closed the public hearing. <br /> <br />COUNCILMEMBER KROPUENSKE MOVED TO APPROVE THE <br />LICENSE REQUESTED BY NORTHERN STATES POWER. <br />SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />SOLID WASTE FACILITY <br />COUNCILMEMBER DIETZ <br /> <br />COUNCILMEMBER DIETZ MOVED TO APPROVE THE CONDITIONAL USE PERMIT FOR THE <br />SOLID WASTE FACILITY REQUESTED BY NORTHERN STATES POWER WITH THE <br />RECOMMENDATIONS OF THE PLANNING COMMISSION INCORPORATED INTO THE <br />CONDITIONAL USE. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE <br />MOTION CARRIED 5-0. <br /> <br />5.5. Mineral Excavation by the City of Elk River/Public Hearing <br /> <br />Steve Rohlf stated that City staff is proposing that mineral excavation <br />activities be regulated under an overlay zone. He stated that in order <br />to accomplish this, an ordinance amendment would be necessary. He <br />stated the ordinance amendment would allow mineral excavation overlay <br />districts to be added to Section 900.12, titled "Permitted Accessory <br />and Conditional Uses" and also to add Mineral Excavation Overlay <br />Districts to the list of zoning districts within the City.
