.

.

.

City Council Minutes
January 27, 1992

Page 7

Kathy Nadeau, 13063 183rd Avenue, indicated she became informed of
the proposal some time ago and feels she has been well represented
by the City.

There being no further comments by the public, Mayor Tralle closed the
public hearing.

Councilmember Schuldt reminded the Council and public that many of the
items discussed at the meeting pertained to the conditional use permit
and did not refer to the preliminary plat. He indicated that when the
motion is made regarding the preliminary plat, these items should not
be included. However, they would be discussed again during the
conditional use permit process.

Councilmember Schuldt indicated that many other sites had
considered for the location of City Hall. He indicated that
proposed location would give both City government and recreation in
City a permanent home and feels it is the best site available to
City.

been
the
the
the

Councilmember Kropuenske concurred with Councilmember Schuldt. He
further indicated he felt that the proposed location is a good way to
preserve the site near the lake.

Councilmember Holmgren stated that this was never his first choice, but
it was the consensus of the Council that it was the best site available
with the resources the City had available at the time.

Councilmember Dietz indicated that two of the Council's main concerns
were finding enough land to add the entire Community Center complex and
the cost of the property. He stated that when the offer was available
from Mr. Gospodor, he felt it was the best alternative available. He
further indicated he did not feel it would be intrusive to the
neighborhood and that the City would be able to preserve the natural
shoreline of Lake Orono.

Mayor Tralle indicated that he has received much positive feedback
regarding the proposed location of City Hall due to the preservation of
the Lake.

COUNCILMEMBER SCHULDT MOVED TO APPROVE THE PRELIMINARY PLAT FOR REPLAT
#1 OF GOSPODOR'S ORONO LAKE ADDITION WITH THE FOLLOWING CONDITIONS:

1. THAT LOT 3, BLOCK 1 BE CHANGED TO OUTLOT A, AND THAT THIS OUTLOT
BE DEDICATED SPECIFICALLY FOR PARK PURPOSES, IN LIEU OF A PARK
DEDICATION FEE.

2. THAT THE CITY IS RESPONSIBLE FOR INSTALLING STREET SIGNS AND
STREET LIGHTS IN THIS PLAT.

3.

THAT APPROVAL OF THIS PLAT IS CONTINGENT UPON THE ADOPTION OF THE
"PHASE 1 IMPROVEMENTS WESTERN AREA" BY THE CITY COUNCIL.
