Ms. Scheel also <br />questioned whether the Army Core of Engineers had reviewed the plat. <br />Janelle Szklarski indicated that the Army Core of Engineers is not <br />required to review the plat, however, the Department of Natural <br />Resources has reviewed the plat in relation to flood plain and <br />shoreland regulations. <br /> <br />Larry Ebert, 13133 182nd Avenue, indicated that the residents of his <br />neighborhood have submitted some concerns regarding safety, privacy, <br />and quality of life in the neighborhood in relation to the City Hall <br />complex. Mayor Tralle indicated that the City received a proposal from <br />the neighborhood with ten requests. He suggested the the Council <br />review these requests at this time. <br /> <br />1. Request for Denver and Fresno streets to be vacated - Mayor <br />Tralle indicated that he concurred with the residents regarding <br />not connecting Fresno or Denver Streets to the proposed parkway. <br />The Council indicated they did not want to fully vacate the roads <br />in case the street would need to be connected in the future. <br /> <br />Greg Nadeau, of 13063 183rd Avenue, questioned whether easements <br />for pedestrian walkways could be retained. The City Attorney <br />stated that he was not certain that this would fall within the <br />scope of the State Statute. <br /> <br />. <br /> <br />Councilmember Kropuenske stated that he would rather address this <br />issue through the conditional use permit (CUP) process. He felt <br />that by addressing it through the conditional use permit, <br />stipulations could be placed on the conditional use permit. The <br />City Attorney suggested adding a condition to the conditional use <br />permit, stating that if the street extensions were initiated by <br />the public through a petition, a simple majority of the Council <br />could approve such a connection. If the Council initiated the <br />petition for street connection, it would take a four-fifths <br />Council vote in order to approve such an action. Also, the CUP <br />could contain a requirement for a public hearing if the street <br />connections were to be considered by the City Council. <br /> <br />Katherine Nadeau, 13063 183rd Avenue NW, questioned the public <br />improvement hearing process. <br /> <br />Craig Hageman, 18230 Fresno, indicated that he does not want to <br />see Fresno temporarily open during the construction phase. The <br />Council indicated that if it becomes necessary, the City should be <br />allowed to construct a temporary connection which can be used only <br />for emergency vehicles. A comment was made to the residents <br />regarding saving the existing trees in the area if the temporary <br />connection is needed. <br /> <br />2. <br /> <br />Buffer zone between residential property and the Proposed <br />Parkway Mayor Tralle indicated that the Planning Commission <br />recommended that the proposed parkway be offset from the property <br />line by 25 feet. This 25 foot offset, combined with the 13 feet <br />from the edge of the right-of-way to the edge of the driving <br /> <br />. <br />
