He stated that he is proposing to form a <br />committee made up of two police department employees, two City staff <br />members and a City Councilmember to review this issue. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO <br />INCENTIVE COMMITTEE. COUNCILMEMBER <br />THE MOTION CARRIED 5-0. <br /> <br />APPOINT JOHN DIETZ <br />KROPUENSKE SECONDED <br /> <br />TO <br />THE <br /> <br />THE WAGE <br />MOTION. <br /> <br />5.9. Temporary Beer License Chamber of Commerce <br /> <br />COUNCILMEMBER KROPUENSKE MOVED TO APPROVE A TEMPORARY ON-SALE BEER <br />LICENSE FOR THE CHAMBER OF COMMERCE FOR JULY 4TH AT LAKE ORONO. <br />COUNCILMEMBER DIETZ SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />5.10. Consider Temporary 3.2 Beer License for st. Andrew's Festival <br /> <br />COUNCILMEMBER KROPUENSKE MOVED TO APPROVE A TEMPORARY ON-SALE BEER <br />LICENSE FOR ST. ANDREW'S CHURCH FOR THE AUGUST 8TH AND AUGUST 9TH <br />CHURCH FESTIVAL. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE <br />MOTION CARRIED 5-0. <br /> <br />5.11. Gambling Exemption License <br /> <br />The City Clerk informed the Council that st. Andrew's Church has <br />applied for a gambling exemption license allowing the church to hold <br />bingo, raffles and pull tabs at the Church Festival. The Council took <br />no action to deny this request. <br /> <br />5.12. Park and Recreation Commission Recommendation <br /> <br />The City Administrator indicated that the Park and Recreation <br />Commission is recommending that the City spend $3,500 in cash to help <br />purchase playground equipment and also to donate park department <br />manpower and the use of City equipment to assemble and install <br />playground equipment at the Community Education Office site. <br /> <br />The Council discussed the fact that this was not City property and <br />whether or not is was proper for the City to fund that amount of money <br />for equipment on school property. The Council also discussed whether <br />or not the playground equipment would be used by the residents of Elk <br />River. The City Administrator indicated that the residents would be <br />able to use the playground equipment. He stated the equipment would be <br />located near the new youth recreation fields and felt that other <br />children of parents watching the ballplayers would be using the <br />equipment and also the children from surrounding apartments. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO AUTHORIZE PAYMENT IN THE AMOUNT OF <br />$3,500 AND PARK DEPARTMENT MANPOWER AND THE USE OF CITY EQUIPMENT TO <br />HELP ASSEMBLE AND INSTALL PLAYGROUND EQUIPMENT ON COMMUNITY EDUCATION <br />PROPERTY. COUNCILMEMBER KROPUENSKE SECONDED THE MOTION. <br />
