COUNCILMEMBER <br />DIETZ SECONDED THE MOTION. THE MOTION CARRIED 4-0-1. Councilmember <br />Holmgren abstained. <br /> <br />2. <br /> <br />Gary Santwire 75-435-0410 & 75-435-0420. Jerry Kritzeck <br />explained that at the Board of Review meeting Gary Santwire <br />requested a reduction in the value of two lots on Auburn Place due <br />to the length of the sewer and water run to the property. Jerry <br />Kritzeck stated he discussed the situation with the City's <br />Engineer and was informed that the cost to run the sewer and water <br />lines to the lots would be approximately $3,000 per lot. <br /> <br />. <br /> <br />Discussion was held regarding the other parcels of property which <br />Gary Santwire represented at the Board of Review meeting. Jerry <br />Kritzeck explained that the owners of these commercial properties <br />were requesting a reduction in the assessed value by 20%. The <br />parcels of property included 75-435-0620, 75-445-0110, <br />75-435-0640, 75-445-0120 and 75-435-0630. Jerry Kritzeck <br />suggested that the property owners submit income expense data so <br />that the assessors can further evaluate the assessed value of the <br />properties. The City Administrator indicated he would contact <br />Gary Santwire regarding this matter. <br /> <br />COUNCILMEMBER KROPUENSKE MOVED TO LOWER THE ASSESSED VALUE OF PROPERTY <br />ID 75-435-0420 AND 75-435-0410 BY $3,000 PER LOT. COUNCILMEMBER DIETZ <br />SECONDED THE MOTION. THE MOTION CARRIED 4-0-1. Councilmember Holmgren <br />abstained due to his employment at the Assessor's Office. <br /> <br />5.3. Approve Plans and Specifications and Order Advertisement for Bids for <br />Hillside Estates <br /> <br />COUNCILMEMBER KROPUENSKE MOVED TO ADOPT RESOLUTION 92-45, A RESOLUTION <br />APPROVING THE PLANS AND SPECIFICATIONS AND ORDERING THE ADVERTISEMENT <br />FOR BIDS IN THE MATTER OF THE HILLSIDE ESTATES PHASE I IMPROVEMENT OF <br />1992. COUNCILMEMBER SCHULDT SECONDED THE MOTION. THE MOTION CARRIED <br />5-0. <br /> <br />Lori Johnson stated that the City will be issuing temporary improvement <br />bonds for the project in July and award the sale in August for this <br />project. <br /> <br />5.4. 1992 Sealcoating Improvements <br /> <br />. <br /> <br />Pat Klaers indicated that the City staff has decided which streets to <br />schedule for sealcoating in 1992. He stated that although sealcoating <br />is normally not assessed to abutting property owners according to the <br />City Assessment Manual, the City is recdmmending that 165th Street be <br />assessed to the RDF Plant. He stated that staff feels that the amount <br />of truck traffic which utilizes 165th Street in route to the RDF Plant <br />causes the need for sealcoating more often than normal. <br />
