Consider Resolution for Approval of Conditional Use Permit for Elk <br />Park Center <br /> <br />e <br /> <br />City Planner Steven Ach reviewed highlights of his memo to the Mayor <br />and City Council regarding this item. He explained that the attached <br />resolution addresses the findings that are needed in order to <br />effectuate the conditional use permit. <br /> <br />Steven Ach stated that the Developer's Agreement deals with the <br />necessary on and off site street, utility, and other improvements, as <br />well as the developer's financial responsibility and time schedule in <br />completing improvements. <br /> <br />steven Ach also stated that the PUD Agreement will specify the <br />development standards, setbacks, permitted/conditional uses, signage, <br />etc. He explained that these two agreements are the backbone of the <br />conditional use permit and both agreements will be brought back to the <br />City Council at a later date. <br /> <br />Steven Ach stated that all the <br />Commission have been included in <br />condition for maintaining the same <br />intersections has been modified to state <br /> <br />conditions set by the <br />the resolution except <br />level of service <br />"as possible". <br /> <br />Planning <br />that the <br />at all <br /> <br />The City Planner stated that staff recommended approval <br />resolution and that the Council could make any corrections or <br />they felt were necessary. <br /> <br />of the <br />additions <br /> <br />e <br /> <br />Peter Beck, City Attorney, explained the technical changes that were <br />recommended as follows: <br />
