<br />. <br /> <br />. <br /> <br />. <br /> <br />Elk River City Council Minutes <br />July 19, 1993 <br /> <br />Page 9 <br /> <br />to set the public hearing so that the Council would be allowed public <br />input on the request. <br /> <br />COUNCILMEMBER FARBER MOVED TO SCHEDULE A PUBLIC HEARING FOR AUGUST 16, <br />1993, TO CONSIDER THE PROPOSED AMENDMENT TO TIF PLANS NO. 1 AND NO.3. <br />COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 4-0. <br /> <br />7.5. Consider Code of Ethics <br /> <br />The City Council reviewed the proposed ordinance amendment dealing with <br />Conflict of Interest. Councilmember Scheel indicated that she would <br />like to see language in the ordinance specifying who employees should <br />report to if they think that the City Administrator is involved in any <br />issues relating to Conflict of Interest. The City Attorney stated that <br />he would amend the ordinance proposal to include language addressing <br />Councilmembers Scheel's concern. <br /> <br />It was the consensus of the Council not to take any action on this <br />issue at this time. <br /> <br />7.6. Consider City Frequent Flyer Policy <br /> <br />The City Administrator indicated that after checking with a local <br />travel consultant, he received confirmation that local airlines will <br />not provide frequent flyer cards to cities instead of to individual <br />city employees. <br /> <br />COUNCILMEMBER FARBER MOVED TO ADOPT THE <br />COUNCILMEMBER HOLMGREN SECONDED THE MOTION. <br /> <br />FREQUENT FLYER POLICY. <br />THE MOTION CARRIED 4-0. <br /> <br />10. <br /> <br />Staff Updates <br /> <br />The City Administrator informed the Council that the Park and <br />Recreation Commission reviewed the proposed ordinance amendment being <br />requested by the City Council and have requested to discuss this issue <br />with Council prior to adoption. <br /> <br />Councilmember Scheel stated that she would not be available for the <br />next Council meeting and offered her opinion on the ordinance <br />amendment. She stated that the City makes the appointments to the Park <br />and Recreation Commission, therefore, she feels this would eliminate <br />the need to adopt an ordinance amendment allowing only residents of Elk <br />River being appointed to the Commission. <br /> <br />The Council indicated that the Park and Recreation Commission could <br />meet with them on August 2 to discuss this issue. <br /> <br />VICE MAYOR DIETZ MOVED TO DESIGNATE THE CAPITAL PROJECTS FUND FOR THE <br />SOURCE OF FINANCES FOR 221ST AVENUE IMPROVEMENTS. COUNCILMEMBER FARBER <br />SECONDED THE MOTION. THE MOTION CARRIED 4-0. <br />
