THE MOTION CARRIED 4-0. <br /> <br />The Council recessed at 8:25 p.m., and reconvened at 9:35 p.m. <br /> <br />7.2. School Street/Jackson Avenue Intersection Project Update <br /> <br />Terry Maurer updated the Council on the School Street/Jackson Avenue <br />project. He indicated that the current project being planned consists <br />of no construction on Jackson Avenue south of School Street. He <br />indicated that the project consists of an improvement of only the <br />intersection of Jackson Avenue and School Street into four lanes with a <br />tapering effect from the intersection. <br /> <br />Councilmember Farber suggested continuing the sidewalk on Jackson <br />Avenue to the north. It was the consensus of the Council that this be <br />considered during the time of the improvement. <br /> <br />7.3. Consider Application for Exemption from Lawful Gambling License Ducks <br />Unlimited <br /> <br />COUNCILMEMBER SCHEEL MOVED TO APPROVE THE APPLICATION FOR EXEMPTION FOR <br />LAWFUL GAMBLING TO DUCKS UNLIMITED WHICH WILL ALLOW A RAFFLE AT ELK <br />RIVER BOWL. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION <br />CARRIED 4-0. <br /> <br />7.4. Set Public Hearing to Consider a Modification to Tax <br />Financing Plans No. 1 and No.3 <br /> <br />Increment <br /> <br />The City Administrator indicated that the EDA voted to recommend that <br />the City Council schedule a public hearing to consider a modification <br />to TIF Plans No. 1 and No.3. <br /> <br />Vice Mayor Dietz stated his concerns about the <br />requested by the Chuba Company. He stated that <br />funds should come from the Revolving Loan Fund. <br /> <br />proposed TIF Grant being <br />he felt this use of <br /> <br />The City Administrator informed the Council that the project is a <br />redevelopment project and is eligible for the use of TIF and funds are <br />necessary to create a "level playing field" as if the developer was <br />working with a vacant piece of land. <br /> <br />The Council discussed whether or not it should set a public hearing as <br />it seemed that some of the Council were concerned with the use of TIF <br />funds for this particular project.
