25 <br />Elk River Ice Arena and Lion John Weicht Park Facilities <br />Part III: Key Qualifications & Approach <br />RJM is willing and <br />capable to serve as <br />CMa or CMar and will <br />not bid or act as a <br />constructor for any <br />of the work. RJM <br />believes in acting <br />solely as the City of <br />Elk River’s advocate <br />and working as a <br />constructor is, in our <br />opinion, a conflict of <br />interest. <br />Quality Control <br />During the design process RJM will collaborate with 292 Design Group in the <br />quality review process. Unique among other CMs, we are builders and we utilize <br />this expertise to assist the designers in coordinating document details. <br />During bid solicitation, our team will ensure qualified contractors are hired for <br />critical areas of work. RJM has developed specifications that outline qualifications <br />to accompany select bids. This extra step gives assurance that a balance of value <br />and quality will be achieved. <br />During construction RJM will conduct pre-installation meetings with all <br />stakeholders to ensure proper sequencing and focus on details. RJM will manage <br />the development of mockups to help the team make informed material decisions, <br />but more importantly, hold the installation to an agreed quality standard. <br />CMa versus CMar Project Delivery <br />The investment in the renovation of the existing Elk River Ice Arena and Lion John <br />Weicht Park facilities can represent a challenge for the City of Elk River. Leaders <br />seek to spend tax dollars as wisely as possible, while ensuring that new facilities <br />are well constructed for the long term. <br />In general, the Construction Management delivery method is a smart choice to <br />complete your project. This process gives the City of Elk River control over the <br />entire process from start to finish, and provides an on-time project with improved <br />quality and reduced change orders. <br />For the Elk River Ice Arena and Lion John Weicht Park Facilities project, RJM will <br />work with the City to arrive at the best delivery model for this project. Our team is <br />experienced and open to executing either process. <br />Construction Manager Advisor <br />In the Construction Management Advisor (CMa) delivery, a contracting partner is <br />selected based on their qualifications and experience with the type of project <br />being constructed. The construction manager provides a host of pre-construction <br />services including phasing planning, developing the pre-construction schedule <br />and budgeting throughout the entire design process. The construction manager <br />essentially serves as an extension of the city staff, meeting with various user <br />groups and carefully reviewing the Architect’s plans for completeness and <br />constructability. <br />Because the construction manager is providing budgeting services during the <br />entire design process, they can identify when the design is exceeding the budget <br />and make recommendations to bring it back into alignment. In addition, they can <br />foresee items not clearly noted in the plans and make provisions for this work in <br />the bid packages, eliminating opportunity for change orders. <br />Although the CMa delivery method has many benefits, there are drawbacks. In <br />this delivery, the City enters into a contract with each individual subcontractor on <br />the project. This presents risk to the City as they are contractually responsible for <br />subcontractor failure.
