26 <br />The number of contacts subsequently increases the amount of administration for <br />City staff. With each contract comes monthly pay applications for each contractor, <br />as well as processing documentation for any design changes. <br />In addition, because the CMa does not hold any of the contracts or a Guaranteed <br />Maximum Price, there can be the perception of lack of ownership by the CMa <br />regarding schedule and budget. <br />Construction Manager at Risk <br />To address the drawbacks of the agency construction management process, many <br />cities have elected to utilize the Construction Manager at Risk (CMar) delivery <br />method. This process provides the advantages of the CMa process while allowing <br />the City to execute one contract, with the CMar. <br />With this delivery method, the CMar holds a contingency for unforeseen <br />conditions on the project, and the city holds a contingency for scope changes. <br />This is different from the CMa process, where the city holds the entire project <br />contingency. This is the only perceived disadvantage of the CMar process.
