20 <br />Elk River Ice Arena and Lion John Weicht Park Facilities <br />Part III: Key Qualifications & Approach <br />Mechanical, Electrical, Plumbing Design and Coordination (MEP) <br />Specialized mechanical, electrical and plumbing systems require close attention. <br />RJM’s Director of MEP Design and Coordination, Jed Field, will analyze the <br />mechanical and electrical designs and act as a liaison between the design <br />team and the contractors. A licensed engineer, Jed fully understands detailed <br />mechanical and electrical scopes and can guide pre-fabrication and installation <br />plans, ultimately resulting in efficiencies and increased cost savings. He has <br />the ability to understand design intent and coordinate the prefabrication and <br />installation plans which will ultimately result in efficiencies and increased cost <br />savings. <br />Development of Bid Packages <br />RJM will work with City staff to place the bid advertisement in the City’s required <br />publications such as Elk River Star News and others including Minneapolis and <br />St. Paul Builders Exchange and The Dodge Report. In addition, RJM’s extensive <br />experience in the ice arena market gives us a diverse list of subcontracting <br />partners we can carefully analyze and tailor to meet the needs of the City of Elk <br />River. <br />We will reach out to qualified subcontractors by means of electronic notification, <br />as well as personal phone calls, to generate as much interest as possible, <br />increasing the number of received bids, and ensuring the lowest possible price on <br />bid day. RJM has also developed a bidding strategy that can allow for more local <br />contractor participation for smaller project work scopes through the City’s quote <br />process. <br />By breaking larger bid packages into smaller, more manageable ones we can often <br />generate more interest from local contractors who may not have the capabilities <br />to perform the entire large scope of work. <br />RJM will facilitate the bid receipt and conduct the public opening process. <br />Subsequently, RJM will conduct a thorough review of each bid for completeness, <br />clarify any potential discrepancies, and conduct a scope review with all apparent <br />low contractors. Recommendations are presented to the team along with a <br />comprehensive project budget. In addition, RJM assists in obtaining approvals from <br />regulatory agencies. After approval of the contractor awards, RJM will prepare and <br />process the appropriate contracts. <br />Scheduling <br />Scheduling begins at project definition and identifies design, client planning, <br />bidding and actual construction duration. RJM will support the project team with <br />a comprehensive schedule taking into account all critical milestones. This will be <br />a collaborative effort with the entire project team to ensure realistic expectations <br />are set within efficient work sequences. RJM’s scheduler will prepare and issue <br />master schedules, analysis and variance reports. <br />Our team has outlined multiple options for the proposed sequence of events <br />for the Elk River Ice Arena and Lion John Weicht Park Facilities project. This is <br />based upon a combination of preliminary project information coupled with similar <br />experience.
