17 <br />As with the building envelope, there are many key elements that require <br />specialized expertise: <br />• Planning the sequencing of refrigeration system installation to ensure <br />continuous use during switchover <br />• Analyzing the use of waste-heat by utilizing for snow-melt and other <br />potential efficiencies <br />• Selection and placement of rink lighting to ensure competition-level quality <br />and enjoyment for spectators <br />A large-capacity rink such as the City of Elk River’s proposed facility will require <br />careful planning when selecting and designing the mechanical equipment. As we <br />did with the Shakopee Ice Arena project, RJM will work closely with 292 Design <br />Group engineers to ensure the highest quality design. Additionally, RJM will <br />proactively manage the installation and balancing of these systems to provide the <br />highest level of energy efficiency. <br />Construction Manager Experience and Council Liaison <br />RJM will bring its construction management expertise to the City of Elk River. <br />Since 2007 we have worked with over 19 municipalities on CMa and CMar <br />projects, with many hiring RJM on a repeat basis. When you engage our services <br />we view our relationship as a partnership, working closely alongside City staff. <br />Your RJM construction manager will act as an extension of your team. <br />To achieve your project goals and successful outcomes we work as your advocate <br />during design, approvals, construction and post-construction. Our team will guide <br />City staff through the City Council process, including the scheduling of Council <br />actions. We will develop supporting documentation and provide expertise at <br />Council workshops, study sessions and official Council meetings. RJM understands <br />what level of information is desired by Council and will stand by your side to <br />present it. This approach keeps the Council informed and ensures timely project <br />delivery. <br />What makes RJM unique in the market is that we are builders that perform <br />construction management. Many firms offer construction management but do <br />not have the expertise to lead the design from a constructability standpoint. Our <br />team knows how to build, and we will use that knowledge to ensure the Elk River <br />Ice Arena and Lion John Weicht Park Facilties project is constructed to the highest <br />quality level possible. <br />Another aspect that makes RJM different is that while some construction <br />managers attempt to enhance their fees by performing trade work on the project, <br />we believe this creates a conflict of interest. We are your advocate and for this <br />reason, we choose to not self-perform any of the bid packages. <br />Experience with 292 Design Group <br />RJM and 292 Design Group specialize in ice arena construction and our teams <br />have worked together on 13 ice arena projects, the most recent being Shakopee <br />Ice Arena. As demonstrated in our preliminary work on this project, we work <br />collaboratively as a team.
