THE <br />MOTION CARRIED 5-0. <br /> <br />5.4. Garbage Billing <br /> <br />Pat Klaers stated that the City of Elk River and the Elk River <br />Municipal utilities have been discussing the possibility of the Elk <br />River Municipal utilities taking over the garbage billing duties from <br />the City. The City Council discussed the information presented to them <br />from the Finance Director regarding the cost factors involved in <br />turning over the billing to the utilities. According to the <br />information provided, the total annual cost was approximately $5,140 <br />more each year if Elk River utilities does the garbage billing and this <br />increase does not include the start up cost of $2,500 to $3,500. Lori <br />Johnson explained that part of the increase in cost is due to the fact <br />that Elk River utilities will bill on a monthly basis opposed to the <br />City billing on a bimonthly basis. The City Administrator explained <br />that if the utilities takes over the garbage billing, all duties <br />relating to garbage billing will be transferred to Elk River <br />Utilities. He stated that this would include the day to day contact <br />with the garbage haulers and responding to calls from citizens. <br /> <br />Councilmember Farber stated that customers would like to be billed on a <br />monthly basis. <br /> <br />COUNCILMEMBER FARBER MOVED TO AUTHORIZE ELK RIVER UTILITIES TO TAKE <br />OVER THE GARBAGE BILLING ON A MONTHLY BASIS. COUNCILMEMBER HOLMGREN <br />SECONDED THE MOTION. <br /> <br />Councilmember Dietz stated he does not want it to appear to the <br />taxpayers that it is costing them money to transfer the garbage billing <br />to the utilities. Discussion was held by the Council regarding this <br />issue. It was decided that the Council would discuss this issue <br />further with the Elk River Utilities. <br /> <br />Councilmember Farber withdrew his motion. Councilmember Holmgren <br />withdrew his second. It was the consensus of the Council to postpone <br />this issue for two weeks. <br /> <br />5.6. Check Register <br /> <br />COUNCILMEMBER DIETZ MOVED TO APPROVE THE CHECK REGISTER. <br />HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />COUNCILMEMBER <br /> <br />5.8.
