RICK FOSTER <br />COUNCILMEMBER SCHEEL SECONDED THE MOTION. THE MOTION <br />Councilmembers Farber, Holmgren and Scheel opposed. <br /> <br />Councilmember Holmgren stated that it is not in the best interest of <br />the City to have a residential area with substandard lots. Mayor <br />Duitsman stated it was in the City's best interest to sell the property <br />as the City has owned this property for a long time and has not had a <br />use for the property. He further indicated that homes would not be <br />built on substandard lots as the proposed plat would need approval from <br />both the Planning Commission and City Council. Councilmember Farber <br />stated that $15,000 was too low a price to sell the City property. <br /> <br />Mr. Rick Foster questioned whether the City would sell him a 20' strip <br />of land so he could access his property. <br /> <br />COUNCILMEMBER DIETZ MOVED TO GRANT RICK FOSTER A 20' EASEMENT FROM <br />DODGE AVENUE ALONG THE CITY PROPERTY LOCATED BETWEEN DODGE AVENUE AND <br />HIGHWAY 169. COUNCILMEMBER SCHEEL SECONDED THE MOTION. THE MOTION <br />CARRIED 5-0. <br /> <br />5.6. Outdoor Warning Siren <br /> <br />The City Administrator stated that the Fire Chief is requesting <br />authorization to order an outdoor warning siren to be located on <br />Proctor Avenue at the 19000 block. Councilmember Scheel stated that <br />she would like to see more sirens located in the rural areas. <br />Councilmember Holmgren stated that the core City of Elk River is <br />covered with warning sirens, however, the Council should consider <br />expanding the siren system to the southeast and northeast areas of the <br />City. <br /> <br />COUNCILMEMBER <br />WARNING SIREN. <br />CARRIED 5-0. <br /> <br />HOLMGREN MOVED TO AUTHORIZE THE PURCHASE OF AN OUTDOOR <br />COUNCILMEMBER FARBER SECONDED THE MOTION.
