<br />. <br /> <br />. <br /> <br />. <br /> <br />Elk River City Council Minutes <br />March 15, 1993 <br /> <br />Page 9 <br /> <br />The City Administrator stated that the City of Elk River owns a parcel <br />of property north of the MnDOT garage along Highway 169 which is valued <br />at $25,000 according to the County Assessor. The City Administrator <br />stated that the City has been discussing the possible sale of this <br />property with Mr. Rick Foster. He stated that Rick Foster owns <br />property directly north of the City's property and is planning on <br />platting this property. The City Administrator also indicated that <br />Rick Foster owns property which the City could use as a water tower <br />site. The City Administrator stated that Mr. Foster has submitted a <br />proposal to the City which asks for an even exchange of property. <br /> <br />Councilmember Dietz questioned whether Elk River Utilities feels that <br />this property is a good location for the City's water tower site. <br />Terry Maurer, City Engineer, stated that the Elk River Utilities has <br />not approved the site for a water tower, however, he feels that it is <br />an ideal spot to locate a water tower. <br /> <br />Mayor Duitsman indicated that he feels the City is giving the land <br />away, because if Mr. Foster's property were platted it would be given <br />to the City through park dedication. Mayor Duitsman questioned whether <br />the developer would put the road in to access the water tower site. <br />Marly Glines was present representing Rick Foster, and he indicated he <br />felt Mr. Foster would agree to put in a rough road to access the site, <br />however, he would have to discuss this with Mr. Foster. The Council <br />further discussed whether the City should do an even exchange of <br />property or if the City should sell its property and purchase Mr. <br />Foster's property. <br /> <br />COUNCILMEMBER DIETZ MOVED TO AUTHORIZE THE CITY ADMINISTRATOR TO DRAFT <br />A PROPOSAL AUTHORIZING THE CITY OF ELK RIVER TO PURCHASE PROPERTY FROM <br />MR. FOSTER AND TO SELL A PARCEL OF CITY OWNED PROPERTY TO MR. FOSTER. <br />COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />7.5. MSA Route Designation <br /> <br />Terry Maurer, City Engineer, indicated that annually, the City's <br />Municipal State Aid system is updated. He indicated that the City has <br />1.36 miles of road to be designated to the MSA system. Terry Maurer <br />stated that he recommends that the Council consider adding 183rd Avenue <br />and Joplin Street as MSA streets in Elk River. He further indicated <br />that if in the future priorities change for the City Council, the <br />designation of an MSA route can change unless the City spends MSA <br />monies for the improvements of these streets. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO ADOPT RESOLUTION 93-12, A RESOLUTION <br />ESTABLISHING 183RD AVENUE AND JOPLIN STREET AS MUNICIPAL STATE AID <br />STREETS. COUNCILMEMBER FARBER SECONDED THE MOTION. THE MOTION CARRIED <br />5-0. <br /> <br />The Council decided not to hold an Executive Session due to the length <br />of the agenda. <br />
