COUNCILMEMBER HOLMGREN MOVED TO AUTHORIZE STAFF TO PROCEED WITH THE PROPOSED PURCHASE AGREEMENT. COUNCILMEMBER DIETZ SECONDED THE MOTION. THE MOTION CARRIED 5-0. 7.2. Planner Job Description The City Administrator stated that he has prepared a job description for a Planning Director as directed by the City Council. Mayor Duitsman stated that he feels it is not necessary to hire a Planner with a Master's degree and five to seven years planning experience. He indicated that the City should advertise for someone just out of college. He further stated he has a concern about too many department heads in the City and that he did not feel the City needed to hire someone with the expertise to coordinate the activities as this can be done with the present staff. Councilmember Farber indicated that if the City is going to hire a Planner, experience would be valuable. He further indicated that if the City hires a Planner at a lower salary, they may end up hiring an assistant Planner. Councilmember Holmgren indicated that the City needs a Planner in order to relieve some of Steve Rohlf's work load. He further indicated that the City Administrator would not have time to direct an inexperienced Planner. Councilmember Scheel indicated she concurred with Mayor Duitsman in that the City should hire someone with less experience at a lower salary. Councilmember Dietz stated that he would not want to hire a Planner without experience. COUNCILMEMBER FARBER MOVED TO HIRE A PLANNING DIRECTOR WITH A PAY RANGE OF $36,000 TO $45,000 WITH THE DUTIES AS INDICATED IN THE DRAFT PLANNING DIRECTOR JOB DESCRIPTION. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION FAILED 3-2. Councilmembers Deitz and Scheel and Mayor Duitsman opposed. COUNCILMEMBER HOLMGREN MOVED TO ADVERTISE FOR A PLANNING DIRECTOR AT A PAY RANGE OF $32,000 TO $40,000 WITH THE DUTIES AS STATED IN THE DRAFT PLANNING DIRECTOR JOB DESCRIPTION. COUNCILMEMBER DIETZ SECONDED THE MOTION. THE MOTION CARRIED 4-1. Mayor Duitsman opposed. 7.3. Consider Tree Program It was the consensus of the Council to postpone any action on this item until Phil Hals, Street/Park Superintendent, can be present to discuss this issue with the Council. 7.4.
