COUNCILMEMBER DIETZ SECONDED THE MOTION. <br />THE MOTION CARRIED 5-0. <br /> <br />7.2. Planner Job Description <br /> <br />The City Administrator stated that he has prepared a job description <br />for a Planning Director as directed by the City Council. <br /> <br />Mayor Duitsman stated that he feels it is not necessary to hire a <br />Planner with a Master's degree and five to seven years planning <br />experience. He indicated that the City should advertise for someone <br />just out of college. He further stated he has a concern about too many <br />department heads in the City and that he did not feel the City needed <br />to hire someone with the expertise to coordinate the activities as this <br />can be done with the present staff. <br /> <br />Councilmember Farber indicated that if the City is going to hire a <br />Planner, experience would be valuable. He further indicated that if <br />the City hires a Planner at a lower salary, they may end up hiring an <br />assistant Planner. Councilmember Holmgren indicated that the City <br />needs a Planner in order to relieve some of Steve Rohlf's work load. <br />He further indicated that the City Administrator would not have time to <br />direct an inexperienced Planner. <br /> <br />Councilmember Scheel indicated she concurred with Mayor Duitsman in <br />that the City should hire someone with less experience at a lower <br />salary. Councilmember Dietz stated that he would not want to hire a <br />Planner without experience. <br /> <br />COUNCILMEMBER FARBER MOVED TO HIRE A PLANNING DIRECTOR WITH A PAY RANGE <br />OF $36,000 TO $45,000 WITH THE DUTIES AS INDICATED IN THE DRAFT <br />PLANNING DIRECTOR JOB DESCRIPTION. COUNCILMEMBER HOLMGREN SECONDED THE <br />MOTION. THE MOTION FAILED 3-2. Councilmembers Deitz and Scheel and <br />Mayor Duitsman opposed. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO ADVERTISE FOR A PLANNING DIRECTOR AT A <br />PAY RANGE OF $32,000 TO $40,000 WITH THE DUTIES AS STATED IN THE DRAFT <br />PLANNING DIRECTOR JOB DESCRIPTION. COUNCILMEMBER DIETZ SECONDED THE <br />MOTION. THE MOTION CARRIED 4-1. Mayor Duitsman opposed. <br /> <br />7.3. Consider Tree Program <br /> <br />It was the consensus of the Council to postpone any action on this item <br />until Phil Hals, Street/Park Superintendent, can be present to discuss <br />this issue with the Council. <br /> <br />7.4. Review Request for Purchase of City Highway 169 Property and the <br />City's Purchase of the Water Tower Site Property <br />
