<br />. <br /> <br />. <br /> <br />. <br /> <br />Elk River City Council Minutes <br />March 15, 1993 <br /> <br />Page 7 <br /> <br />It was the consensus of the Council to have the issue of credit for <br />land dedicated against Park Dedication Fees brought to the Park and <br />Recreation Commission for a recommendation. <br /> <br />6.7.b UPA Testing Update <br /> <br />steve Rohlf updated the Council on UPA's testing of yearly emissions <br />which was completed in November of 1992. He stated that during the <br />last round of testing, mercury, dioxins, furons, particulates and <br />hydrochloric acid were all below the emission limit placed on UPA. <br />steve Rohlf informed the Council that UPA missed the testing of five <br />certain heavy metals and suggested that the issue of these five metals <br />be reviewed when the permit is renewed. <br /> <br />Jim Eggen of UPA stated that UPA could retest for the five metals or <br />they could wait until the UPA permit is renewed. steve Rohlf informed <br />the Council that there are no state standards for these five metals. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO ACCEPT THE UPDATE OF THE UPA TESTING <br />PROVIDED BY STEVE ROHLF AND NOT RETESTING FOR THE FIVE METALS AT THIS <br />TIME. COUNCILMEMBER FARBER SECONDED THE MOTION. THE MOTION CARRIED <br />5-0. <br /> <br />6.8. Annual Report <br /> <br />The Building and Zoning Department Annual Report was not presented at <br />this time due to the length of the agenda. <br /> <br />6.9. Heritage Landing Plat <br /> <br />The City Administrator distributed an area map of those people proposed <br />to be notified of the Heritage Landing project. After review of the <br />map it was the consensus of the Council to notify all of the people in <br />the highlighted areas including Orono Lake Second Addition, Orono Lake <br />Addition, and Orono Lake Third Addition. <br /> <br />The Council recessed at 9:00 p.m. and reconvened at 9:10 p.m. <br /> <br />7.1. UPA City Purchase Agreement <br /> <br />The City Administrator stated that staff has been directed to negotiate <br />with UPA for the land purchase of the old City Hall Creamery site. He <br />stated that after reviewing all potential land uses for this site it <br />was agreed upon that UPA would purchase only the property that was <br />formally known as UPA Drive. The City Administrator indicated that the <br />terms and conditions for this purchase are outlined in the Purchase <br />Agreement. <br /> <br />Discussion was held regarding the current Park & Ride. The City <br />Administrator indicated that the Park and Ride operation is unofficial <br />and not a MnDOT program, but also that, at this time, the City is <br />recommending that the Park & Ride remain. Discussion was held by the <br />Council regarding the use of the funds from the sale of the property. <br />The City Administrator stated that staff will be recommending that a <br />
