REFUSE DISPOSAL SHOULD BE THE RESPONSIBILITY OF THE FARMER'S <br />MARKET AND THE LOT BE CLEANED AFTER EACH EVENT. <br /> <br />2. ON PREMISE SIGNS SHALL COMPLY WITH THE C-1 ZONING DISTRICT <br />STANDARDS AND SHALL REMAIN ON PREMISE DURING THE FARMER'S MARKET <br />SEASON. OFF PREMISE TEMPORARY DIRECTIONAL SIGNS SHALL BE ALLOWED <br />ACCORDING TO THE NON PROFIT ORGANIZATION CLAUSE IN THE SIGN <br />ORDINANCE. THE FARMER'S MARKET MUST OBTAIN CITY APPROVAL TO <br />LOCATE SIGNS ON CITY OWNED PROPERTY. <br /> <br />3. THE FARMER'S MARKET LOT NEED NOT BE LIMITED TO A SPECIFIC DAY OF <br />THE WEEK, HOWEVER, THEY SHALL COOPERATE WITH ADJACENT BUSINESS <br />OWNERS REGARDING THE SELECTED DAYS AND SHALL NOT OPERATE DOWNTOWN <br />ON MONDAYS OR FRIDAYS. <br /> <br />4. <br /> <br />THE FARMER'S MARKET BE SET <br />APPROXIMATELY 32 PARKING STALLS. <br />SHALL BE APPROVED BY THE STAFF. <br /> <br />UP PER THE SITE <br />MINOR CHANGES IN <br /> <br />PLAN <br />THE <br /> <br />USING <br />LAYOUT <br /> <br />5. <br /> <br />THE FARMER'S MARKET SHALL BE ALLOWED TO BLOCK OFF THE SITE AREA TO <br />SET UP, AND BLOCKADES SHOULD BE USED TO PREVENT VEHICLES FROM <br />ENTERING THE PEDESTRIAN AREA. <br /> <br />6. <br /> <br />A YEARLY REVIEW BY STAFF BE CONDUCTED TO ADDRESS ANY CONCERNS THAT <br />MAY ARISE THROUGHOUT THE SEASON. <br /> <br />COUNCILMEMBER FARBER SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />Bill Kennedy requested approval from the Council to allow temporary <br />signs on City property to advertise the Farmer's Market. Don Spotts, <br />Planning Commission Representative, stated that the Planning Commission <br />recommended that any on premise signs be according to the sign <br />ordinance and that all off premise signs be approved by the City <br />Council. He further recommended that the signs be located on specific <br />sites which have been approved by the Council. <br /> <br />COUNCILMEMBER SCHEEL MOVED TO APPROVE THE FOUR OFF PREMISE SIGNS WHICH <br />WILL BE LOCATED IN THE CITY PARKING LOT ADJACENT TO THE RAILROAD AND ON <br />THE CITY PROPERTY ALONG HIGHWAY 10 AND UPA DRIVE. COUNCILMEMBER <br />HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />6.6. Ordinance Amendment <br />Commercial Buildings <br /> <br />Section <br /> <br />900.20/Public Hearing/Zero Lot Line <br /> <br />Steve Rohlf stated that City staff was previously directed by the City <br />Council to review the ordinance pertaining to zero lot line <br />developments in the C2 and C3 zoning districts. Don Spotts, Planning <br />Commission Representative, indicated that the Planning Commission <br />recommended approval of an ordinance amendment which would allow a zero <br />lot line in both the C2 and C3 zoning districts. <br />
