THE MOTION CARRIED 5-0. <br /> <br />6.4. Conditional Use Permit/Public Hearing/NSP Resource Recovery Facility <br /> <br />Steve Rohlf indicated that Northern States Power is requesting an <br />amendment to their conditional use permit and license, which would <br />allow mixed solid waste to be delivered to their facility from all <br />transfer stations between the hours of 6 a.m. and 9 p.m. Monday through <br />Saturday. Currently, MSW is allowed from all transfer stations between <br />6 a.m. and 6 p.m. with the exception of the Brooklyn Park transfer <br />station which is allowed between the hours of 6 a.m. and 9 p.m. <br />Approval of the request would allow delivery from all of the transfer <br />stations during the hours of 6 a.m. and 9 p.m. <br /> <br />Don spotts, Planning Commission <br />Planning Commission reviewed the <br />the City Council. <br /> <br />Representative, stated that the <br />request and recommended approval to <br /> <br />The Council discussed concerns it had regarding traffic along Highway <br />101 on Friday evenings during the summer months. Steve Rohlf suggested <br />that the traffic could be monitored and if there was a problem, the <br />approval could be rescinded. <br /> <br />Mayor Duitsman opened the public hearing. <br /> <br />Glen Kaas, Plant Manager of NSP, stated that NSP is requesting to <br />increase the vehicular traffic on Highway 101 about one truck every 36 <br />minutes. <br /> <br />The Council continued to discuss its concern regarding the increased <br />truck traffic on Highway 101 during the evening hours in the summer <br />months. The Council indicated that it would be best to avoid the <br />increase of traffic during the hours of 4 to 6:30 p.m. <br /> <br />There being no comments from the public, Mayor Duitsman closed the <br />public hearing. <br /> <br />Councilmember Dietz suggested that the Council allow NSP to increase <br />their truck traffic during Friday evenings and that the Council monitor <br />the traffic and review the situation at a later date. <br /> <br />COUNCILMEMBER SCHEEL MOVED TO APPROVE THE AMENDMENT TO THE CONDITIONAL <br />USE PERMIT AND LICENSE FOR NSP WHICH WOULD ALLOW MIXED SOLID WASTE TO <br />BE DELIVERED TO THEIR PLANT FROM ALL TRANSFER STATIONS BETWEEN THE <br />HOURS OF 6 A.M. AND 9 P.M. MONDAY THROUGH SATURDAY WITH THE STIPULATION <br />THAT NO HAULING BE DONE BETWEEN THE HOURS OF 5 P.M. AND 7 P.M. ON <br />FRIDAY EVENINGS DURING MAY 1 THROUGH OCTOBER 1. COUNCILMEMBER HOLMGREN <br />SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />6.3. Administrative Subdivision/Gwen Petersen/Public Hearing <br />
