<br />. <br /> <br />. <br /> <br />. <br /> <br />City Council Minutes <br />January 25, 1993 <br /> <br />Page 3 <br /> <br />Stephen Rohlf, Building and Zoning Administrator, stated that Steven <br />Shoemaker is requesting a conditional use permit to excavate about <br />31,000 cubic yards of fill from a wetland area in Royal Oaks Ridge. He <br />further indicated that there are several other property owners involved <br />in this request. Steve Rohlf stated that the Planning Commission <br />reviewed this request at the December 22, 1992, meeting and that <br />several concerns were raised. The Planning Commission continued the <br />public hearing on this request and Steve Rohlf requested the City <br />Council to consider continuing this item until it has received a <br />recommendation from the Planning Commission. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO POSTPONE ANY ACTION ON THIS ITEM UNTIL <br />FEBRUARY 1, 1993 AT WHICH TIME THE COUNCIL WILL HAVE RECEIVED A <br />RECOMMENDATION FROM THE PLANNING COMMISSION. COUNCILMEMBER FARBER <br />SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />5.2. Variance/Public <br />Kincanon <br /> <br />Hearing <br /> <br />Maximum <br /> <br />Length of Dead-End Road/Richard <br /> <br />5.3. Preliminary Plat/Public Hearing Single Family Plat/Richard Kincannon <br /> <br />Steve Rohlf indicated that Richard Kincanon and Dennis Chuba are <br />requesting a preliminary plat review and dead-end road length variance <br />for the plat of Heritage Landing which is a 76 single family lot plat <br />with City sewer and water. Richard Kincanon is the property owner and <br />Dennis Chuba is the builder and developer for the plat. <br /> <br />Mayor Duitsman opened the public hearing. <br /> <br />Variance <br /> <br />Steve Rohlf stated that the developer is requesting a variance of the <br />maximum length of a dead-end road. The variance being requested is for <br />180th Avenue. According to the City's ordinance, the maximum length of <br />a dead-end road is 500 feet. The developer is proposing that 180th <br />Avenue be 680 feet long. <br /> <br />Storm Drainage <br /> <br />Steve Rohlf stated that the developers are proposing a holding pond in <br />the flood plain of the Mississippi on land owned by Mr. Irv <br />Moldenhauer. A holding pond would take the sediment out of the water <br />and help purify the water before it enters the Mississippi River. <br />Meetings have been held with Mr. Moldenhauer regarding this concept and <br />prior to final plat approval, the City is requesting easements from Mr. <br />Moldenhauer so that the holding pond can be constructed as part of the <br />public improvements associated with Heritage Landing. <br /> <br />Future Extension of Joplin Street <br /> <br />Terry Maurer, City Engineer, stated that it was originally planned to <br />extend Joplin Street north of County Road 30 and connect it with <br />Highway 10. However, if this were the case, Joplin Street would run <br />into Sue Lakoduk's house which is located north of County Road 30. He <br />
