The Planning Commission has <br />recommended against realigning Joplin Street south of the County road. <br />Terry Maurer indicated that it would be possible to extend 180th Avenue <br />to the west when Sue Lakoduk's property develops, therefore, <br />eliminating the extension of Joplin Street, but still providing for a <br />north/south street connection between County Road 30 and Highway 10. <br />Steve Rolhf indicated that he has met with Sue Lakoduk and she has <br />indicated her willingness to concur with the plan. <br /> <br />Park Dedication <br /> <br />Steve Rohlf stated that the Park and Recreation Commission reviewed the <br />park dedication for Heritage Landing at its January 7 meeting. He <br />stated that there was not a quorum of the Park and Recreation members, <br />however, it was the consensus of those present that park issues be <br />resolved during preliminary plat review. <br /> <br />Steve Rohlf stated that the City's Master Park Plan shows a primary <br />trail loop in the general location of the plat. He stated the primary <br />trail is designed to connect Orono Park with a future area-wide park in <br />the flood plain along the Mississippi River. Those present at the Park <br />and Recreation Commission were in consensus to accept the outlot as the <br />trail. Steve Rohlf indicated that since then, staff has had second <br />thoughts about the provision for putting in the concrete sidewalk. <br /> <br />Discussion was held whether or not a concrete sidewalk should be <br />constructed. Steve Rohlf indicated that it was a concern that future <br />property owners are informed at the time of purchase that there will be <br />a trail along their property. <br /> <br />Public Improvements <br /> <br />Steve Rohlf indicated that the developers have petitioned for public <br />improvements associated with this plat to be done as a City project and <br />assess back to the individual lots. <br /> <br />Dennis Chuba, 20455 Meadowvale Road, indicated that he feels the <br />variance should be granted due to the uniqueness of the plat because <br />County Road 30 restricts access to 180th Avenue. Dennis Chuba also <br />requested that the City consider crediting them the trunk assessment <br />amount on the trail land they are donating. <br /> <br />Bob Minton, Planning Commission representative, indicated that the <br />Planning Commission recommended approval of the preliminary plat with a <br />number of conditions. He further indicated that the variance for the <br />dead-end road was recommended to be approved. Also, it was recommended <br />by the Planning Commission that the section of the ordinance pertaining <br />to dead-end roads be reviewed and possibly amended due to the number of <br />variances that have been requested. <br /> <br />There being no further comments, Mayor Duitsman closed the public <br />hearing. <br />
