He stated that he has spent much money
to correct the problems and indicated that before spring he would like
definite actions from the City regarding what is going to be done by
the City to eliminate the problems. He informed the Council that if no
action is taken by the City prior to spring, he will take the matter in
his own hands and correct the matter at he sees fit. Mayor Duitsman
stated that the City staff and Council would discuss this and report
back to Mr. Deschene.

Steve Rohlf, Building and Zoning Administrator, indicated that the City
is working on a storm drainage plan and that drainage in this area is a
priority. The City Administrator informed the Council that the storm
drainage plan includes three steps and that the Council has given
authorization for only the first step. The City Engineer indicated
that the first step does not include steps that would address Mr.
Deschene's problem. Councilmember Scheel questioned whether there is a
short term solution to the problem. Terry Maurer and Steve Rohlf
indicated that there is no short term solution. Mayor Duitsman
requested an update from staff regarding this issue at another Council
meeting.

Earl Hohlen - Drainage

Earl Hohlen indicated that he also has a drainage problem in his area
and would like to see the City correct the water problem as he gets
much water run-off from other property.

Ken Turner - Walker Addition 7th Street

Mr. Ken Turner informed the Council that he has been experiencing
problems with sewer backup during the last year. He indicated he has
received several bills from septic companies to alleviate the problem.
He also indicated that he has been informed by these companies that the
problem is in the City sewer line and not in his service line. He
stated he has turned in the bills to the City for reimbursement and the
City turned the bill over to the insurance company. He stated that the
insurance company has denied payment for the bills because the City
does a yearly maintenance program on its sewer system. He indicated he
did not feel this was a valid reason to deny reimbursement. He
requested the Council to reimburse him for the bills.

Mayor Duitsman requested the City Administrator to report back to the
Council regarding this matter.

Councilmember Dietz requested the City Administrator to inform Darrell
Mack, Sewer Superintendent, to check the situation out and send a memo
to the Council regarding this matter.

5.1.
