<br />City Council Minutes <br />September 26, 1994 <br /> <br />Page 4 <br /> <br />e <br /> <br />indicated that the school district may have some funds to assist in the financing <br />of police for overtime for traffic enforcement. <br /> <br />6.4b. <br /> <br />Elk Hills Drive riaht turn lane onto Hiahway 169 <br /> <br />City Engineer Terry Maurer updated the Council on the progress of the right turn <br />lane from Elk Hills Drive onto Highway 169. He stated he anticipated this to be <br />complete within two to three weeks. <br /> <br />6.4c. 9/22/94 Edison Street neiahborhood meetina <br /> <br />Phil Hals, Street Superintendent indicated that the City received a letter <br />requesting an upgrade to Edison Street. He indicated that an informational <br />meeting was held with about 7 out of 25 residents attending. Mr. Hals stated that <br />the improvement process was explained to the residents. Some of the issues <br />discussed at the meeting involved commercial property paying a higher rate <br />than residential and the commerCial service road being gravel. Terry Maurer <br />indicated that the residents are now aware that this project will involve an <br />assessment to the property owners and that the project will not happen until <br />1995. <br /> <br />6.4d. <br /> <br />EDA Site <br /> <br />e <br /> <br />Phil Hals updated the Council on the progress of filling in the EDA Main Street site. <br />He stated that fill material was purchased from Park Company. He indicated that <br />the site was nearly filled and would be completed soon. Councilmember Scheel <br />questioned whether lighting would be provided at the site. Phil Hals indicated <br />that lighting is not planned at this time, but it can be added if necessary. <br /> <br />6.4e. <br /> <br />Chamber Site <br /> <br />Terry Maurer updated the Council on the progress of the Chamber site. Phil Hals <br />indicated that the site will be graded and the installation of top soil will take <br />place soon. He further indicated that his staff will be installing the underground <br />irrigation pipes but will not hook up the irrigation system until 1995. <br /> <br />6.4f. Boy Scout Site <br /> <br />Phil Hals indicated that the Boy Scout storage building has been completed with <br />the exception the planting of grass seed. He indicated that the Scouts did an <br />excellent job with the building construction. <br /> <br />6.4g. <br /> <br />Rip Rap Proiect <br /> <br />e <br /> <br />Phil Hals explained that there is about 700 lineal feet remaining along the river in <br />the downtown area and past King A venue that will require rip rap. The cost of rip <br />rap for 700 feet is about $70,000. He informed the Council that a grant has been <br />received for $20,000 providing the City matches this amount. $40,000 will allow <br />about 400 feet of rip rap. Another successful matching grant can be anticipated <br />in about 1997. Mayor Duitsman suggested that the City contribute the funds to <br />finishing the entire project.
