<br />City Council Minutes <br />September 26, 1994 <br /> <br />Page 2 <br /> <br />e <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO APPROVE THE EXISTING GARBAGE, <br />REFUSE, AND RECYCLING AGREEMENT WITH BFI, INC. COUNCILMEMBER FARBER <br />SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />4.2. <br /> <br />Consider Property, Liability, Worker's Compensation and other Insurance <br />Renewals <br /> <br />Dan Greene, the City's Insurance Agent stated that the City's insurance policies <br />for liability, workers' compensation, and property and miscellaneous policies are <br />due on October 1. Mr. Greene reviewed the City's existing policies. Mr. Greene <br />explained that the City's municipal liability insurance increased in 1994/95; <br />however he will be reviewing the deductible which could reduce the $117,000 <br />premium. <br /> <br />Dan Greene reviewed premium options available to the City. He indicated that <br />there is a Petro Fund insurance available which picks up the 10% not covered by <br />the Superfund for environmental issues. Mr. Greene reviewed the options of <br />purchasing excess liability insurance and Open Meeting Law Insurance. It was <br />the Council consensus to not purchase any of these policies at this time but to <br />request the City Attorney to research the necessity for insurance coverage on the <br />Open Meeting Law. <br /> <br />e <br /> <br />Dan Greene reviewed the options available under the Worker's Compensation <br />insurance. He reviewed the option of retrospective rating. The Council felt this <br />was too risky and agreed to not go with this option. Mr. Greene also reviewed <br />the option of implementing a deductible. Discussion was held regarding the <br />amount of deductible that the City should use. After reviewing the calculations, it <br />was determined that it would be possible to reduce the City's worker's <br />compensation premium by $10,000 with a $2,500 deductible. <br /> <br />COUNCILMEMBER SCHEEL MOVED TO AUTHORIZE THE CITY TO SELECT THE $2,500 <br />DEDUCTIBLE FOR THE WORKERS' COMPENSATION INSURANCE. COUNCILMEMBER <br />HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />Finance Director Lori Johnson informed the Council that the Library Staff and Elk <br />River Utilities Superintendent were invited to discuss this issue. <br /> <br />COUNCILMEMBER DIETZ MOVED TO APPROVE THE RENEWAL OF THE CITY'S <br />INSURANCE PACKAGE AS PRESENTED INCLUDING THE $2,500 DEDUCTIBLE IN <br />WORKERS' COMPENSATION INSURANCE. COUNCILMEMBER FARBER SECONDED THE <br />MOTION. THE MOTION CARRIED 5-0. <br /> <br />Council member Dietz left at this time. <br /> <br />4.4. <br /> <br />Review 1993 Wastewater Treatment Plant Annual Evaluation and Planninq Survey <br /> <br />It <br /> <br />WWTP Superintendent Darrell Mack reviewed the 1993 Annual Evaluation and <br />Planning Survey Report from the Minnesota Pollution Control Agency. During his <br />review, Mr. Mack noted that Sections 1 and 2 are areas of concern that will be <br />corrected by the Treatment Plant upgrade currently under construction. Mr. <br />
