<br />City Council Minutes <br />April 18, 1994 <br /> <br />Page 3 <br /> <br />e <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO APPROVE THE PURCHASE OF A TOSHIBA <br />1710 COPIER FROM MINNESOTA COpy SYSTEMS AT A PURCHASE PRICE OF $3,018. <br />COUNCILMEMBER SCHEEL SECONDED THE MOTION. THE MOTION CARRIED 4-0. <br /> <br />6.2. <br /> <br />Update on screenina and environmental issues at Custom Motors <br /> <br />Steve Rohlf indicated that the issues of screening of the site and discussion <br />regarding the preliminary environmental review will be affected by the outcome <br />of a zone change. This zone change has been initiated by the City of Elk River, <br />however, it has been tabled. Steve Rohlf stated that both of these issues would <br />come to the Council after the zone change is heard by the Council. <br /> <br />Steve Rohlf updated the Council on a recent fire at the RDF plant. <br /> <br />6.7. & 6.8. Video presentation of aaenda items <br /> <br />Gary Schmitz indicated that staff has prepared a video for agenda items 6.7 and <br />6.8. He requested the Council to review the video. He stated that staff could use <br />these videos for other zoning presentations in the future. The Council reviewed <br />the video at this time, however, discussion on items 6.7. and 6.8. was held until <br />later on in the agenda. <br /> <br />6.13. <br /> <br />Reauest to initiate a comprehensive land use plan amendment <br /> <br />e <br /> <br />Gary Schmitz stated that the City is requesting to initiate a comprehensive land <br />use plan amendment. The area affected by the request is located north of <br />Meadowvale Road, just east of McChesney Industrial Park. The request is to <br />amend the land use in that area from L-I and HR to MR. This amendment would <br />allow a single family home, which is currently zoned Light Industrial and classified <br />as a legal non-conforming use, to become a permitted use and be consistent <br />with the R3 zoning located immediately to the east. <br /> <br />COUNCILMEMBER DIETZ MOVED TO HAVE THE CITY INITIATE A REQUEST TO AMEND <br />THE COMPREHENSIVE LAND USE PLAN MAP FOR THE AREA LOCATED NORTH OF <br />MEADOWVALE ROAD, EAST OF MCCHESNEY INDUSTRIAL PARK, FROM THE CURRENT <br />DESIGNATION OF 1-1- LIGHT INDUSTRIAL AND HR-HIGH DENSITY TO MR-MEDIUM <br />DENSITY RESIDENTIAL. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE <br />MOTION CARRIED 4-0. <br /> <br />8.1. Ward 2 Comprehensive Plan T.F. Representative <br /> <br />COUNCILMEMBER SCHEEL MOVED TO APPOINT MERRY SIPE TO THE COMPREHENSIVE <br />PLAN TASK FORCE AS THE WARD TWO COUNCIL REPRESENTATIVE. COUNCILMEMBER <br />HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 4-0. <br /> <br />8.2. <br /> <br />Comprehensive Land Use Plan Discussion <br /> <br />e <br /> <br />Council member Scheel stated she felt it was very important that the land located <br />north of County Road 33 be zoned to allow 2 1/2 acre parcels. She indicated <br />that she could see no purpose for the 10 acre restriction. She indicated that she <br />would like to see this changed during the comprehensive land use update. <br />Council member Holmgren indicated that the Council is aware of her concern <br />and stated that the concern would be passed onto the steering committee.
