<br />City Council Minutes <br />July 25, 1994 <br /> <br />Page 8 <br /> <br />e <br /> <br />Terry Maurer explained the issue involving the Sandpiper Estates Development. <br />He stated that because the extension of the trunk sanitary sewer and water, plus <br />the looping of the water system will disrupt more than half of the Sandpiper <br />development. this entire area has been considered for lateral utilities, storm sewer <br />and new urban streets. <br /> <br />Terry Maurer gave an overview of the entire project. He explained which areas <br />would receive improvements and the estimated cost for the improvements. He <br />further reviewed the estimated assessment cost for those residents living in the <br />Sandpiper development. <br /> <br />Mayor Duitsman opened the public hearing. <br /> <br />Miles Knutson. 13631 186th Ave NW...questioned the impact the project would <br />have on his property. <br /> <br />Tom Hartman. 18675 Macon St. NW...questioned the benefit received. from the <br />project. <br /> <br />Steve Stewart. 18290 Ogden St. NW...stated about one year ago, he was informed <br />by City Staff that extension of city services would take place in 3-5 years. He <br />further indicated that staff mentioned nothing about the possibility of splitting his <br />lot in the future to allow him to pay for the improvements. He further stated that <br />the City is placing an undue hardship on the new families in this development. <br /> <br />e <br /> <br />Council member Dietz indicated that he has met with the residents of the <br />development. Although he sympathizes with the property owners. he indicated <br />he felt it was imperative that the services be extended to the Sandpiper <br />development. If the development is excluded, there will be a greater affect on <br />the development as the undeveloped lots will probably be affected. <br /> <br />Council member Dietz indicated that some of the residents are requesting that <br />the lots be left as one acre lots and not be subdivided. He suggested that the <br />$3.800 trunk assessment not be charged to those lots that are not subdivided or <br />will not subdivide in the future. He further suggested that the trunk fee for the <br />undeveloped lots not be forgiven. <br /> <br />City Attorney Peter Beck indicated that it would be possible to keep the lots at <br />one acre with a zone change. <br /> <br />Discussion was held regarding a zone change to require that the lots in the area <br />are one acre or greater in size. Mayor Duitsman indicated that the council would <br />only consider this if a petition were presented with the majority of the <br />homeowners signing. <br /> <br />Kathleen LaPointe. 18294 Naples St. NW...indicated she would be opposed to <br />signing the petition which would not allow her to subdivide her property in the <br />future. <br /> <br />e <br /> <br />Cindy Holst. 18251 Ogden St. NW...indicated she would prefer one acre lots. <br />
