<br />City Council Minutes <br />July 25, 1994 <br /> <br />Page 7 <br /> <br />e <br /> <br />Jim Nord. Elk Lake Road...indicated that he has already been assessed for his <br />property in the amount of $4,000 and questioned whether this assessment would <br />be canceled if he were to pay the new proposed fee. Terry Maurer indicated <br />that the assessments on his property are for sanitary sewer and water and that <br />they would not be canceled. <br /> <br />A resident questioned whether the Council has given any consideration for <br />agricultural land. Councilmember Farber indicated that this issue was discussed <br />but not addressed. <br /> <br />COUNCILMEMBER SCHEEL MOVED TO RESCIND THE 7/11/94 MOTION MADE BY THE <br />COUNCIL REGARDING THE PROPOSED SURFACE WATER MANAGEMENT FEE AND TO <br />RESCHEDULE THIS MEETING TO A LATER DATE. COUNCILMEMBER FARBER SECONDED <br />THE MOTION. <br /> <br />Sue Warren. 19515 Tyler st. NW...stated that she decided to take over the farm of <br />her parents. If she is taxed the proposed fee, her parents will have to sell the land <br />and she will not be able to farm. <br /> <br />Mike Boelter...questioned why the drainage problems at Main and Evans were <br />not taken care of at the time of the Main Street project. <br /> <br />THE MOTION CARRIED 4-0. <br /> <br />e <br /> <br />Pat Holzem. 19049 Davis...indicated that he has already paid an assessment for <br />County Ditch # 1 O. <br /> <br />Ernest Toth...indicated that the water run off from his property runs into the Rum <br />River. <br /> <br />Mary Jo Misty. 10078 Tyler St...indicated that she would be charged $100 per <br />month with the proposed fee. She suggested that the City use a mill rate <br />assessment because the method being proposed is unfair. <br /> <br />Representative Klinzing...suggested that the City consider drainage during the <br />platting process. <br /> <br />Gerdie Toth...indicated that she owns 22 acres of farm land and does not feel she <br />should be taxed for owning farm land. <br /> <br />Greg Robinson...suggested that the drainage be handled by a user tax. <br /> <br />The Mayor closed the public comment period at this time. He informed the <br />public that the Council will reconsider this issue at another time. The notice of the <br />meeting explaining time and location will be published in the Star News. <br /> <br />The Council recessed at 8:07 p.m. and reconvened at 8: 15 p.m. <br /> <br />7. <br /> <br />Consider Western Area Phase II public improvements - Public Hearinq <br /> <br />e <br /> <br />City Engineer Terry Maurer indicated that the Western Area Phase II project <br />consists of trunk sanitary sewer, water, storm sewer and street improvements. <br />
