City Council Minutes July 25, 1994 Page 7 e Jim Nord. Elk Lake Road...indicated that he has already been assessed for his property in the amount of $4,000 and questioned whether this assessment would be canceled if he were to pay the new proposed fee. Terry Maurer indicated that the assessments on his property are for sanitary sewer and water and that they would not be canceled. A resident questioned whether the Council has given any consideration for agricultural land. Councilmember Farber indicated that this issue was discussed but not addressed. COUNCILMEMBER SCHEEL MOVED TO RESCIND THE 7/11/94 MOTION MADE BY THE COUNCIL REGARDING THE PROPOSED SURFACE WATER MANAGEMENT FEE AND TO RESCHEDULE THIS MEETING TO A LATER DATE. COUNCILMEMBER FARBER SECONDED THE MOTION. Sue Warren. 19515 Tyler st. NW...stated that she decided to take over the farm of her parents. If she is taxed the proposed fee, her parents will have to sell the land and she will not be able to farm. Mike Boelter...questioned why the drainage problems at Main and Evans were not taken care of at the time of the Main Street project. THE MOTION CARRIED 4-0. e Pat Holzem. 19049 Davis...indicated that he has already paid an assessment for County Ditch # 1 O. Ernest Toth...indicated that the water run off from his property runs into the Rum River. Mary Jo Misty. 10078 Tyler St...indicated that she would be charged $100 per month with the proposed fee. She suggested that the City use a mill rate assessment because the method being proposed is unfair. Representative Klinzing...suggested that the City consider drainage during the platting process. Gerdie Toth...indicated that she owns 22 acres of farm land and does not feel she should be taxed for owning farm land. Greg Robinson...suggested that the drainage be handled by a user tax. The Mayor closed the public comment period at this time. He informed the public that the Council will reconsider this issue at another time. The notice of the meeting explaining time and location will be published in the Star News. The Council recessed at 8:07 p.m. and reconvened at 8: 15 p.m. 7. Consider Western Area Phase II public improvements - Public Hearinq e City Engineer Terry Maurer indicated that the Western Area Phase II project consists of trunk sanitary sewer, water, storm sewer and street improvements.
