He indicated that State Statute 475 authorizes the type of fee the <br />City is proposing to charge to residents. <br /> <br />Richard Gruys. 22347 Monroe St. NW... indicated the proposed fee will cost him <br />$116 per month. He indicated that he will appeal and go to district court if this is <br />adopted by the City Council. <br /> <br />Emma Holzem. 18925 Davis st. NW...indicated that according to the Attorney <br />General, the City can assess this type of fee, however. it is an unfair utility <br />assessment on the people. She suggested that the City collect the money <br />through taxes. <br /> <br />John Hanson. 22124 Monroe St. NW...indicated the proposed fee will greatly <br />affect him due to the amount of acreage he has. He further indicated that he <br />has no storm sewer problems nor does he contribute to the storm sewer problems <br />in the city. <br /> <br />Roger Reinhart...indicated he owns 60 acres and stated that this fee should not <br />be based on acreage. <br /> <br />e <br /> <br />Richard Toth. 13202 Oak St. . Zimmerman...questioned whether it was fair to tax <br />the rural area for development. He stated that the rural residents are not causing <br />the storm drainage problems; it is being caused by the development taking <br />place in the City. <br /> <br />Gene Thompson. 22-72 Elk Lake Road...stated that he has already paid a tax for <br />cleaning Ditch 28. <br /> <br />Robin Tuttle. 12390 Ranch Road...stated that she was granted a subdivision by the <br />Council one week ago and was charged a storm sewer impact fee at that time. <br />She questioned if she is going to be charged a monthly tax on top of this fee. <br />Mayor Duitsman indicated that there is a storm sewer impact charge at the time <br />of development or subdivision of land. <br /> <br />Sheldon Vie. 13662 95th St. NE.. Otsego...questioned how much public information <br />has been provided prior to this meeting. He further questioned the $15.00 per <br />acre fee that is charged for commercial property. He indicated that he owns <br />some commercial property in the City. He further indicated that he already pays <br />high taxes on the property. however he is unable to develop the property <br />because the sewer and water is not available. He suggested that the Council <br />continue the hearing to allow more the residents to get more information. He <br />further stated that if this is a city-wide problem then the Council should consider <br />paying for it through city-wide taxes. <br /> <br />Chris Kreger. Elk River Landfill...stated that if the Landfill is classified as <br />commercial. the cost to him for this fee would be $2,850 per month. <br /> <br />e <br /> <br />Laurel Thompson. 10020 201st NW....questioned why the City does not charge the <br />developers and builders for this fee. <br />
